ICE deaths in Louisiana
Alejandro Cabrera Clemente, a 49-year-old Mexican man, died “sin signos vitales” in his cell at the Winn Correctional Center in Louisiana, according to ICE, which said the death was certified around 8:51 am after he was taken to a hospital for “un tratamiento médico avanzado.”

ICE said Cabrera had been in the United States since he entered “ilegalmente y sin inspección” and that he faced charges “por violencia doméstica, no presentarse ante la corte, conducta desordenada y una infracción de tránsito, con resoluciones pendientes.”
CNN en Español reported that Cabrera was detained by ICE on 8 de enero de 2026 in Chattanooga, Tennessee, and transferred on 13 de ese mismo mes to about 900 kilometers away to the Centro Correccional de Winn.
The same CNN en Español report said Mexico’s SRE stated that the cause of death “sigue bajo investigación” and that it was in communication with U.S. authorities about the “circunstancias previas” to Cabrera’s death, while noting it had activated consular protocols in Atlanta.
Families demand answers
More than 90 days after an Afghan war-time ally, Mohammad Nazeer Paktiawal, died in ICE custody, his family said they still had no answers about what happened, with his brother Naseer Paktiawal telling a Tuesday press briefing organized by AfghanEvac that “After three months, we still don't have any answer.”
The 10News report said Paktiawal, a 41-year-old father of 6 who fought alongside U.S. Army Special Forces for over a decade, was taken into ICE custody in Texas in March and died less than 24 hours later at a hospital in Dallas, while the cause of death had not been released.
In the same 10News account, Senator Richard Blumenthal said the lack of answers was a betrayal to allies who fought alongside American soldiers and were promised safety in the U.S., adding, “When someone dies, there is supposed to be explanation. There's supposed to be accountability.”
The report also said the Department of Homeland Security said the investigation is ongoing and that ICE says providing medical care is one of its “highest priorities,” while Paktiawal’s family said that care never came for him.
Homicide ruling and fallout
In Pennsylvania, a medical examiner ruled the death of Haitian asylum seeker Daphy Michel, 31, released from ICE custody, a homicide, with the Allegheny County medical examiner’s office saying the manner of death was “homicide” and that the death was caused by hypothermia on March 2 at 12:14 p.m. EDT.

The Hill reported that Jim Madalinsky said the homicide ruling “is a standard manner of death determination indicating the death was caused by the actions of another individual” and that it “is not to be interpreted as a declaration of criminal guilt.”
NBC News said the Allegheny County Medical Examiner’s Office found Michel was a vulnerable adult “suffering from untreated severe mental health issues and a significant language barrier” at the time of her release on Feb. 27, and that she was found at a bus shelter in Pittsburgh.
NBC News also quoted Department of Homeland Security spokesperson Lauren Bis saying, “ICE had NOTHING to do with this woman’s death,” while the report said Bis added that ICE learned the day after Michel died that her ankle monitor “had been tampered with,” and that ICE learned of her death via news media after county staff refused to cooperate.
