- UN Security Council has been briefed on the disarmament framework.
Gaza Humanitarian Catastrophe
Nikolay Mladenov, the High Representative for Gaza at the Peace Council, has described conditions in the Gaza Strip as 'extremely dire.'

In his first briefing to the UN Security Council, Mladenov revealed that despite limited improvement following the first phase of the ceasefire on October 10, 2025, overall conditions remain severely deteriorated.

The situation has been exacerbated by regional conflicts, particularly following US and Israeli attacks on Iran, with Mladenov warning against sidelining Gaza amid these escalating tensions.
Basic services in Gaza are operating at only a fraction of their pre-war capacity, while the healthcare system is near collapse and economic activity is virtually nonexistent.
This creates what amounts to a Gaza genocide scenario, with systematic destruction of Palestinian civilian infrastructure and livelihoods.
Disarmament Framework Negotiations
The international community is currently negotiating a comprehensive disarmament framework for Gaza.
Mladenov revealed that his office, in coordination with guarantor states including the United States, Egypt, Türkiye, and Qatar, has prepared a detailed plan based on the principle of 'one authority, one law, one weapon.'

This proposal has been formally presented and is undergoing serious discussions, with initial approval from relevant parties.
The framework aims to address the root causes of the ongoing violence while establishing mechanisms for maintaining order in the devastated Palestinian territory.
However, Hamas has signaled approval in principle but emphasized that implementation would require detailed negotiations, particularly regarding the contentious issue of weapons.
Technocratic Governance Plan
The proposed solution involves establishing a transitional technocratic Palestinian administration known as the National Committee for the Administration of Gaza (NCAG).

According to US envoy Steve Witkoff, this phase 'begins the complete demilitarization and reconstruction of Gaza, principally disarming all unauthorized personnel.'
The United States, through President Trump's Board of Peace, has been actively pushing this plan, with Witkoff emphasizing that 'the United States expects Hamas to fully meet its obligations.'
However, the plan faces significant challenges, particularly regarding the issue of weapons.
Hamas official Mousa Abu Marzouk stated that 'the issue of weapons has not been formally discussed, with proposals ranging from freezing to full disarmament.'
Ceasefire Violations and Humanitarian Crisis
Despite the ceasefire agreement in place since late 2025, Israeli forces continue to violate the terms daily, resulting in ongoing casualties and suffering among the Palestinian population.
According to the latest health ministry data, Israeli violations have resulted in 687 Palestinians killed and 1,849 wounded since the ceasefire began.

The nearly two-year war on Gaza has left more than 72,000 Palestinians martyred, around 172,000 injured, and caused widespread destruction affecting about 90 percent of the enclave's infrastructure.
Mladenov stressed the need to raise humanitarian assistance to agreed levels under the ceasefire deal and to accelerate solutions for temporary shelter for displaced people.
He also called for keeping the Rafah crossing open and facilitating the movement of people and goods to address the worsening humanitarian crisis.
International Response and Challenges
The international response to the Gaza situation has been multifaceted, with multiple countries and organizations expressing grave concern about the deteriorating conditions.
“Donald Trump’s envoy said that the plan to end the war in Gaza had entered Phase Two”
Ten countries, including France, have issued warnings that 'the humanitarian situation remains catastrophic' in Gaza, highlighting the severity of the ongoing crisis.

The Peace Council, chaired by US President Donald Trump, has positioned itself as a key mediator in the conflict, with Mladenov praising the efforts of guarantor states in advancing de-escalation.
However, the path forward remains uncertain, as the proposed disarmament framework faces significant challenges in implementation.
These challenges are particularly acute given the deep-seated mistrust between the parties and the complex political dynamics at play in the region.
