The garage was being built for the Children's Hospital of Philadelphia.

Mayor Parker said all permits had been properly issued and inspections were up to date.

Fire Commissioner Thompson said the building is unstable and crews will have to deconstruct it.

Installation of precast components falls under special inspections, not standard L&I review.
