Keir Starmer announced his resignation outside 10 Downing Street in London, with the BBC framing it as part of a post-Brexit decade that has already seen seven UK prime ministers after the UK voted to leave the European Union.
The BBC said the fraught EU debate over whether the UK should edge closer to Brussels economically is back on the UK domestic political agenda, launched by Starmer's Labour government, and it noted that Brussels was reviewing whether to go ahead with a summit planned for late July.

The BBC also quoted EU chief negotiator Michel Barnier, who said, "We have to deal with this situation and respect it," and added, "There will be a (new) UK prime minister and we will work with them."
In parallel, Atalayar said Starmer made the decision after Labour's loss of confidence in its leader, and it tied the timing to a by-election in Makerfield on 18 June that Andy Burnham won, securing 54.8 per cent of the vote against Robert Kenyon of Reform UK at 34.5 per cent.
Barnier’s stance, Labour turmoil
Barnier told the BBC that he faced "four years four different UK negotiators" during the Brexit negotiations and said, "That was also a situation of instability, but we... deal with it."
The BBC described Barnier’s view of the EU’s approach as taking the outstretched hand of whomever the UK puts on the dancefloor to represent them, and it said he was expected to throw his hat into the ring in France's upcoming presidential election.

Atalayar reported that Starmer said in his resignation speech, "every decision I have taken has always been to put the interests of the United Kingdom first," and it added that he said that is why he was stepping down as leader of the Labour Party.
Atalayar also said Starmer had previously informed King CharlesIII of his decision, and it described the leadership succession process as requiring candidates to have support of 20 per cent of the Labour parliamentary group, currently comprising 81 MPs.
What comes next for Europe
The BBC said Brussels assumes the talks launched by Starmer will continue under his successor, while also reporting that the EU said on Monday it was reviewing whether to go ahead with a summit planned with the Starmer government for late July.
