Russian President Vladimir Putin told delegates at the United Russia party congress that “We are going through a difficult period, but it has taught us much,” as he acknowledged Russia was facing a hard phase amid the war in Ukraine.

Putin said, “Yes, we see the problems, we are aware of them and are responding to them, but we will certainly ensure the security of both the country and our citizens, as well as the inviolability of Russia's borders,” according to TASS as quoted by Hindustan Times.

France 24 reported that Ukrainian drone debris sparked a blaze at a major oil refinery in Slavyansk-na-Kubani in Russia’s Krasnodar region, while Putin said his country was “going through a difficult period” without directly referencing the strikes.
In the same reporting, Zelensky wrote on Telegram that “Our ‘long-range sanctions’ reached two oil refineries in Russia,” linking the strikes to reduced resources for what he called the Russian war machine.
The Times of India said Russian authorities reported debris from intercepted Ukrainian drones sparked a fire at the Slavyansk oil refinery in the Krasnodar region, killing one person and injuring another.
