Classified Pentagon Report Says US Failed 11 CHMR-AP Objectives, Leaves Civilian Protection Center Without Budget

Pentagon report and toll

A classified Department of War document released on May 15 says not a single one of the 11 core objectives of the 2022 Civilian Harm Mitigation and Response Action Plan (CHMR-AP) was fully implemented by the end of fiscal year 2025, and that all 133 required actions remain incomplete.

The report also says funding for vital tools, including the civilian harm tracking database, was slashed and that the Civilian Protection Center of Excellence was left as a “shell on paper with no budget, no mandate or real mission, no authority,” according to the report itself.

Press TV says the report coincided with U.S. Central Command chief Adm. Brad Cooper telling senators he could not “corroborate” widespread strikes on Iranian schools and hospitals after more than 13,600 US-led airstrikes on sovereign Iranian territory.

Press TV further claims Iranian health and emergency authorities report the US-Israeli aggression has martyred thousands of civilians, including at least 258 women and 221 minors, and that the criminal strike on Shajarah Tayyebeh elementary school in Minab claimed 168 schoolgirls.

Blockade, talks, and threats

In a separate report, عين ليبيا says the U.S. Navy began on April 13 to implement a blockade on all maritime traffic to and from Iranian ports on both sides of the Strait of Hormuz.

The same article says the blockade is implemented as about 20% of world oil, oil products, and liquefied natural gas pass through the strait, and it adds that Washington claims vessels not affiliated with Iran can pass freely unless they pay transit fees to Tehran.

Leading the move, Democratic Representative Yasmin Ansari of Arizona said on X, "We have submitted articles of impeachment against Pete Hegseth for violating his oath and endangering American service members, and for war crimes, including attacks on civilians and on a girls' school in Minab, Iran."
