
Palestinian Cabinet Approves National Plan To Enhance Electricity System Resilience In Ramallah

Electricity resilience plan approved
The Palestinian Cabinet, chaired by Prime Minister Mohammad Mustafa, approved a national plan to enhance the resilience of the Palestinian electricity system during its weekly session in Ramallah on June 30, 2026.

The plan includes constructing 11 additional transmission lines spanning 105 kilometers at an estimated investment cost of about 21.5 million dollars, alongside deploying energy storage systems with a capacity of 80 megawatt/hour to store renewable energy surplus and reinject it during peak times.
WAFA said the Cabinet warned that the plan is a phased response to current challenges, primarily the restrictions imposed by the occupation, and it aims to improve the efficiency and reliability of the electricity grid.
The Cabinet also adopted recommendations to protect markets from dumping and increase the share of local products in public tenders, while it discussed the draft law by decree on Public-Private Partnerships in its second reading.
Digital council and health
In the same Cabinet session, WAFA said the government approved the establishment of the "National Council for Digital Transformation and Future Technologies" to coordinate and lead national efforts in digital transformation, the digital economy, artificial intelligence, digital infrastructure, and competitiveness.
WAFA also said the Cabinet discussed the Public-Private Partnerships draft law in its second reading and reviewed comments received from government and civil society institutions, as well as the private sector, with the intention to complete consultations before a third reading.

The Cabinet approved the extension of free health insurance coverage for patients from the Gaza Strip and their companions residing in the West Bank, according to WAFA.
In parallel, the Cabinet warned of Israeli plans to impose new facts on the ground, including a scheme to seize control of approximately 100 strategic locations within Area (A) of the West Bank, in flagrant violation of international law and signed agreements.
Financing solar plants and blockade
WAFA and other reports tied the Cabinet’s energy push to broader financing and constraints, with WAFA describing a financial blockade driven by the continued withholding of Palestinian clearance revenues that it said is exacerbating the humanitarian and economic crisis.

In a separate agreement reported by WAFA, the State of Palestine and the Islamic Development Bank Group signed a financing agreement worth $37 million to support the energy sector in Palestine on the sidelines of the group’s Annual Meetings in Baku.
The WAFA report said the agreement includes the construction of two solar power plants with a total capacity of 20 MW and energy storage systems with a capacity of 55 MWh, enough to meet the energy needs of around 8,000 homes on average.
It also said the Islamic Development Bank would finance $12 million through a concessional loan, while the Al-Aqsa Fund, Abdullah Al-Ghurair Foundation, and the Japan International Cooperation Agency would contribute a total of $20.2 million, and the Palestinian government’s contribution would be $4.8 million.
