US report targets Cuba-linked left
The U.S. State Department released a 100-page report titled “Cuba: The Capital of 21st Century Communism,” accusing Cuba of a “campaign of subversion” that “has infiltrated the highest reaches of the US government” and “backed an unprecedented wave of leftwing terrorism on American soil.”

The Guardian reports the document singles out left-leaning activists and organizations including the Democratic Socialists of America, Isra Hirsi, Zohran Mamdani, and journalist Amy Goodman, and it also names Hasan Piker and the Amazon Labor Union founder Chris Smalls as “front groups and fellow travelers” for Cuba.
Marco Rubio endorsed the report’s findings, writing on X that it proves the “Cuban regime has been the leading sponsor of radical leftism and Third Worldism in the United States.”
The report’s framing ties Cuba’s alleged influence to a broader U.S. pressure campaign, with the Guardian saying the sanctions came just days after the State Department, led by Rubio, imposed further sanctions targeting Cuba’s tourism ministry and several state-owned companies.
The Miami Herald adds that a State Department official said the report finds that “for nearly seven decades, the Cuban regime has played an indispensable role” in far-left insurgencies, revolutions, and militant movements across and beyond the Western Hemisphere.
Rubio’s pressure meets Cuban rebuttal
Cuba’s Foreign Ministry rejected the report as a “mediocre propaganda pamphlet,” with one Cuban statement saying it “seeks to reinforce the false message that Cuba poses a threat to the United States.”
The Cuban Foreign Ministry also rebutted the report’s premise by calling it “a pretext used by this government to mete out collective punishment and perpetrate genocide against the Cuban people,” and it said the report is meant to generate consensus for “potential military aggression.”
In the U.S. response, Rubio promoted the report’s message in connection with an anti-left meeting, and the report’s claims were described as a link between Cuba and “left-wing extremism” and a network of “espionage and influence.”
The Guardian reports that the State Department report attacks the DSA, saying it “serves as a particularly potent illustration” of Cuba’s effort to position itself as the “spiritual capital of Third Worldist radicalism.”
The Cuban response also directly challenges the U.S. narrative by arguing it is “hypocritical for the State Department to accuse Cuba of promoting subversive actions” when “the United States government annually allocates tens of millions of dollars” to destabilize Cuba.
What’s at stake in Washington
The Miami Herald says the report is published as the administration ramps up pressure on Cuba for “economic and political reforms,” and it quotes President Donald Trump calling Cuba an “unusual and extraordinary threat” to U.S. national security.
The report’s U.S.-focused claims include a “war of attrition” to “erase the United States from the Earth,” and it argues Cuba blends espionage and “soft” influence into its effort.
The Guardian says the State Department report alleges Cuba’s campaign is “designed to turn America against itself,” and it describes how the report singles out organizations for criticism of U.S. policy toward Cuba or participation in Cuba solidarity movements.
The Cuban Foreign Ministry’s statement, in contrast, says the report is part of a discourse on “the so-called left-wing terrorism” that aims “to intensify repression and to establish a neo-McCarthyism.”
In the U.S. political arena, the Guardian reports that Rubio “doubled down on similar messaging,” using the term communism at political rallies and presidential engagements alike, while the Miami Herald frames the report as a justification for continued pressure tied to far-left extremism.
