October GPS Limits
A new UK crackdown will launch in October to confine serious sexual and violent offenders to areas just a few miles wide after they leave prison, with GPS monitoring used to track movements around the clock.

Justice Secretary Alex Norris said, "No victim should fear the shadow of an abuser on their back," as he argued the scheme would confine dangerous offenders to tightly controlled areas and allow probation to identify breaches.
The BBC said probation officers will be able to limit where violent offenders can go for as long as it is deemed necessary, and those who breach their new boundaries could be recalled to prison.
The BBC also described the plan as going beyond current "exclusion zones" that ban offenders from specific locations such as a victim's home or place of work, and it said the new scheme will specify confined areas in plans tailored to individuals and developed in consultation with victims.
Victims, Survivors, Doubts
Amy Glover, director of domestic abuse services at Advance, welcomed the changes and said, "Restriction Zones aim to flip that onus onto the abuser - restricting them to a designated area," while the BBC framed the scheme as giving victims greater freedom and further reducing unwanted contact.
The BBC quoted a domestic abuse survivor named only as Kristina calling the restriction zones a "fantastic concept" but adding that a perpetrator had continuously breached her indefinite restraining order "without consequence".
The BBC said the scheme is designed to be monitored by probation officers using GPS technology so that "those who step outside the boundaries can be quickly identified and face being sent back to prison".
The Manchester Evening News reported that the rollout starts in October and that probation services can take swift action when rules are broken, including recalling offenders to prison.
Rio’s Security Fight
In Brazil’s electoral campaign, Lula launched a commitment in Bangu, in the western zone of Rio de Janeiro, saying his objective is to "return the territory to the people of Rio de Janeiro" by removing criminal organizations that condition security, economic activities, and everyday services.

América Económica reported that Lula contrasted arrests and territorial recovery with large police operations that have a high number of victims, and it cited Operation Contenção in the Penha and Alemão complexes during Cláudio Castro’s government as leaving 122 dead, including security forces officers.
The same source said the Electoral Justice relocated 66 polling stations deemed at risk to prevent militia pressure and groups linked to drug trafficking during the October 4 elections, tying organized crime pressure directly to the electoral process.
América Económica also reported that in July alone the Rio metropolitan region registered 34 shootings related to disputes between criminal organizations and militias, more than double the 16 recorded in June, while the Inter-American Commission on Human Rights later questioned whether an operation of that magnitude could structurally weaken organized crime and called for investigations into the circumstances of the deaths.
