Burnham takes office Monday
Andy Burnham, until lately mayor of Greater Manchester, takes office as Britain’s prime minister on Monday, replacing former Labour leader Sir Keir Starmer, and he moves into 10 Downing Street after meeting King Charles III at Buckingham Palace.

In his first address, Burnham said he wanted to commit "the deepest changes of the last forty years" and to ensure to "restore hope" to people, while also promising to act "now to give people a bit of relief and help them cope with the cost of living".
Burnham’s immediate domestic agenda includes ending homelessness, with the BBC noting his pledge to end rough sleeping and a government press release that said an additional £340m would be spent on providing 1,200 homes and "intensive support" for at least 3,000 people in England over a five-year period.
The BBC also said Burnham has promised the biggest-ever "rebalancing of power" away from Whitehall, with English regions handed more control in areas including housing and transport by a new No 10 unit based in Manchester.
Al Jazeera framed the moment as a bid to end political instability, quoting Burnham saying, "Britain needs to show the world that we can regain our stability once again," as he arrived to rapturous applause.
Cost of living and taxes
Burnham’s plans for rough sleeping and housing are paired with a broader cost-of-living push, with the BBC reporting that he said he was "not having" the idea that ending rough sleeping would take decades or was impossible.
The BBC also said Burnham would stick to Labour’s pledge not to raise the main rates of income tax, VAT or National Insurance, while maintaining there is "some room within that manifesto for movement" in other areas.
On taxes and affordability, the BBC reported that the Institute for Fiscal Studies estimated that unfreezing the personal allowance could end up costing £8.5-9bn a year, and it quoted Burnham acknowledging that changing the threshold would be "difficult" and "not without significant consequences."
Al Jazeera said Burnham promised "some breathing space now" and pledged to announce measures this week to help tackle the cost of living, while also adding that he would issue his first instruction "to end rough sleeping in our country."
The BBC further described Burnham’s housing approach as the biggest council house building programme "since the post-War period" and said he called for the entire 10-year £39bn affordable housing budget for England to be directed toward homes for social rent.
Foreign policy and upheaval
Burnham’s foreign policy debut is set against a decade of rapid leadership change, with Morocco World News saying the UK has cycled through seven prime ministers since 2016 and describing Burnham’s arrival as coming as the government faces "growing geopolitical uncertainty."

In that context, Al Jazeera reported that Burnham said Ukraine’s President Volodymyr Zelenskyy will be one of the first foreign leaders he will speak with to assure him that British support will remain "resolute" under his premiership.
Al Jazeera also quoted Burnham saying, "I will be with him [Zelenskyy] 100 percent, as Keir Starmer has been," and it said a White House official confirmed an early call with United States President Donald Trump.
The BBC said Burnham has suggested he wants all parts of the UK to take "greater public control" of the water and energy sectors, while also stressing he has not yet spelled out what an equivalent model for water and energy companies would mean in practice.
Morocco World News added that Burnham inherits pressure on the NHS and public finances, and it described his task as balancing domestic priorities with Britain’s global commitments including support for Ukraine and tensions in the Middle East.
