Disarmament Deal Announced

A Gaza disarmament agreement was announced late on Thursday by U.S. President Donald Trump, saying it would aim at fully ending Israel’s war on Gaza through staged provisions for Hamas to disarm and surrender its weapons while Israel withdraws over time.

Al Jazeera reported that mediators from Egypt, Qatar, Turkiye and the US had finalised a roadmap for the next phase of the ceasefire, and that Israel had not publicly agreed to the latest proposal.

Hamas negotiator Ghazi Hamad told Al Jazeera that the group’s implementation would be dependent on Israel fulfilling its commitments, saying: "Hamas will not implement any step of the Gaza peace deal if the Israeli occupation forces do not fulfil their obligations under the agreement."

The Al Jazeera report also said that since the US-brokered ceasefire supposedly came into effect on October 10, 2025, Israeli attacks have killed at least 1,100 Palestinians.

In a separate report, Haaretz said Trump announced Thursday that the agreement would result in the complete disarmament of Hamas and all other armed groups in the Gaza Strip, as part of what he called "a monumental step toward ending the fighting."

Qatar Presses Israel

Qatar’s Prime Minister and Foreign Minister, Sheikh Mohammed bin Abdulrahman Al Thani, spoke by phone with Khalil al-Hayya, head of Hamas’s political bureau, and welcomed Hamas’s decision to accept the roadmap for completing the second phase of the ceasefire agreement in the Gaza Strip.

In a statement carried by Al-Jazeera Net, Sheikh Mohammed bin Abdulrahman Al Thani stressed "the need for the international community to shoulder its responsibilities, pressure Israel to honor its obligations under the agreement" and stop ongoing violations of Palestinian rights.

Anadolu Ajansı similarly reported that the Qatari official urged the international community to pressure Israel to fulfill its obligations, while noting that the call came after announcements by U.S. President Donald Trump and the Peace Council that an agreement had been reached on implementing the next phase of the Gaza ceasefire.

Anadolu Ajansı also said far-right Israeli National Security Minister Itamar Ben-Gvir attacked the draft of the next phase of the Gaza ceasefire, deeming it unacceptable to Israel and urging continued assassinations and the displacement of Palestinians.

The same Anadolu Ajansı report framed the first phase of the agreement as beginning on October 10, 2025, including a ceasefire, prisoner exchanges, and expanded delivery of humanitarian aid, while Israel continued bombardment and shooting and imposed restrictions on aid entry.

Timeline, Verification, Fallout

The Al Jazeera report said the roadmap for disarmament included a schedule for an inventory of Hamas’s weapons to be prepared within 14 days, with extensions permitted only if agreed by an international verification commission and all parties involved.

It added that a Palestinian National Committee would oversee and execute the inventory and storage process and would be the sole entity to hold, store or control weapons in Gaza, with participation from Palestinian factions.

Al Jazeera also said the process was contingent on steps including the entry of the National Committee and the deployment of the international force, with disarmament phases directly tied to Israel’s gradual withdrawal from areas it controls.

TRT World reported that Cairo was set to host a meeting “soon” of the Gaza truce mediators, which also include the United States, Qatar and Türkiye, to discuss implementing the second phase of the Gaza ceasefire plan.

TRT World further stated that despite the ceasefire which took effect on October 10, 2025, Israel continued daily attacks across Gaza, killing 1,214 Palestinians and wounding 3,977 others, while causing widespread destruction, and it said it remained unclear whether Israel would cease its violations following the announcement by Trump.
