The WAFA agency report tied the announcement to Jordan’s UN engagement, saying Jordan’s Permanent Representative to the UN, Ambassador Waleed Obeidat, made the announcement during a joint statement delivered at a press briefing ahead of the UN Security Council’s annual open debate on the "Protection of Civilians in Armed Conflict," held under the presidency of China.
Global Initiative and Backers
The Jordan announcement said the founding States encouraged all countries to participate in the Conference at the highest possible political level, reflecting the importance of collective international action to uphold humanity in times of war.
WAFA reported that the statement was issued on behalf of the founding states of the Global Initiative to Mobilize Political Commitment to International Humanitarian Law—Jordan, Brazil, China, France, Kazakhstan and South Africa—in partnership with the ICRC, and that it was supported by 89 countries, as well as the ICRC and the European Union.

WAFA also said Obeidat described the Amman conference as the culmination of the initiative’s work and global consultations, to produce practical recommendations to strengthen compliance with international humanitarian law on the ground.

The ICRC also described efforts to maintain the dignity of people deprived of their liberty through regular visits to places of detention, preserving family links for detainees, and improving health care services in reform and rehabilitation centers.
In the same ICRC overview, the organization said the Regional Logistics Support Center in Amman continued to operate as a vital regional hub for shipping humanitarian aid and essential supplies, including medical equipment and supplies, relief goods, and other basic commodities to conflict-affected areas such as Gaza, Yemen, Syria, and beyond.
