Mark Rutte Urges NATO Allies To Fund Purl Ukraine Arms Purchases With Over $2 Billion
Key Takeaways
- Rutte urged defense manufacturers to accelerate production amid Ukraine and Middle East wars.
- NATO pushes Ukraine aid and rearmament through increased defense production.
- Calls occurred in Brussels at a defense industry event (Bedex) highlighting mobilization.
Purl push and spending
NATO Secretary General Mark Rutte said “sedici o 17 membri dell’Alleanza hanno ora aderito all’iniziativa Purl (Prioritised Ukraine Requirements List)”, which is meant to drive European purchases of U.S. arms for Ukraine.
“The NATO Secretary General and the Belgian Minister of Defense hail the Turkish defense industry”
The same reporting tied the push to a broader push for higher defense spending, with Rutte saying the NATO ministers’ direction is increasingly “sulla linea del riarmo, senza badare a spese”.
In the background of the NATO meeting, the U.S. Secretary of War Pete Hegseth urged allies to supply Purl and to follow the spending target set at the Aja summit at the end of June.
Arctic, Greenland, and deterrence
NATO Secretary General Mark Rutte and Danish prime minister Mette Frederiksen agreed that the Alliance should “strengthen” its engagement in the Arctic after Donald Trump set aside his threat to seize Greenland.
Rutte wrote on X that “We are working together to ensure the security of the entire NATO and we will rely on our cooperation to strengthen deterrence and defense in the Arctic,” after meeting Frederiksen in Brussels.

Frederiksen said “Defense and security in the Arctic are a concern for the entire Alliance,” and reported an agreement in principle on “strengthening NATO's engagement” in the Arctic region.
The Le Temps account said NATO officials described Arctic strengthening as one element of a proposed Greenland framework, while Frederiksen noted allies agreed to a “permanent presence” in the Arctic including around Greenland.
A source cited by Le Temps said the United States and Denmark would renegotiate their defense agreement on Greenland dating from 1951, potentially allowing Washington to expand its military presence, including anti-missile defenses.
Industry acceleration and output
At the European Defence Exhibition & Conference (BEDEX) in Brussels, Rutte told defense executives “Be ready!” and urged them to “Work faster, because we need results,” as wars in the Middle East and in Ukraine deplete stocks.
“- Washington: Trump accelerates his plan to withdraw from Europe: fewer soldiers, no Tomahawk missiles, and Germany as the great hope for NATO - USA: NATO military chiefs confirm that Trump will withdraw 5,000 soldiers from Europe: "It does not affect our capability" The defense of NATO, and more specifically Europe, no longer presents a problem of underinvestment”
Rutte said the exhibition showed that “about 3,000 defense-sector companies” in Türkiye work with European and American partners, and he urged companies to prepare and invest in supply chains.
The reporting also said Rutte warned that stockpiles are being used up quickly, adding “You can see how fast we can use up our stocks. Look at the Middle East. Look at Ukraine.”
In parallel, Capital.fr described the same push to accelerate production, quoting NATO’s secretary-general as saying “Be ready!” on March 12 in front of defense industry executives gathered in Brussels for Bedex.
El Mundo framed the industrial stakes as a business opportunity, quoting Rutte’s message that “Dozens and dozens and dozens of billions each year, hundreds of billions in the coming years” are driving demand for more production capacity.
