Putin said in principle to resume trilateral talks after mid-November. Witkoff met Putin in St. Petersburg for about three hours.
Witkoff Meets Putin
Russian President Vladimir Putin told US special envoy Steve Witkoff that Moscow is “in principle” ready to resume trilateral talks to end the conflict in Ukraine, the Kremlin said.
Yuri Ushakov told reporters that Witkoff “briefed Vladimir Putin on the substance of the talks held in Oslo,” referring to talks Witkoff held in Norway with Ukrainian and European officials on Tuesday.
Witkoff met Putin in St Petersburg for around three hours at Constantine Palace, and the Kremlin said the meeting followed Witkoff’s talks with Ukrainian President Volodymyr Zelenskyy and European leaders in Oslo.
Putin also thanked US President Donald Trump and Witkoff for their efforts to end the war, and the Kremlin said the next trilateral talks could take place in mid-November.
The Kremlin said the talks would focus on “building a security system for Russia and Ukraine after the conflict ends,” while Ushakov said Putin agreed “in principle” to resume the talks after Nov. 10.
Oslo, Intelligence, Pressure
Volodymyr Zelenskyy said American intelligence sharing about deadly Russian strikes “works now” after he met Witkoff in Oslo on Tuesday for talks later described as “constructive” by a US official. Zelenskyy told reporters in Oslo, “We are thankful that intelligence works,” and he said early warnings for ballistic missiles were “very, very important” for “our people, for children, adults, civilians.” Finnish President Alexander Stubb said the Oslo meeting made “genuine progress” on proposals to achieve peace, while warning that patience would be needed.
Trump told reporters at the White House he wanted Kyiv to “make a deal,” and he said it was “time for Ukraine to end this war” if it did not. Russian Foreign Minister Sergei Lavrov said the Kremlin would listen to what Witkoff offers while ruling out “any political concessions,” as the BBC said Putin had not yet publicly commented on the latest developments.
What Comes Next
The Kremlin said the trilateral talks could take place in mid-November, and it said the next round might be held in Abu Dhabi, the capital city of the United Arab Emirates (UAE).
Ushakov said the Kremlin would study proposals brought to St. Petersburg by Witkoff, but Russian state media said Moscow’s position and demands had not changed and that the talks would take a long time.
Zelenskyy said any negotiated end to the war would need to be approved by Ukraine’s Parliament, and he told Fox News that “Don't talk about us without us.”
Witkoff planned to return to Oslo for more consultations with European officials following his visit to Russia, and Norway’s Prime Minister Jonas Gahr Støre said, “I think we may have entered a phase now where the Russians are also looking for opportunities for diplomacy.”
The sources also tied the diplomacy to ongoing attacks, with the BBC saying Russian drone attacks continued this week and with the Al Jazeera report citing a Ukrainian drone attack in Russia’s western Bryansk region that killed at least one person and wounded two.
