Powers and motives

Sovereign sources said the changes are enabled by the current constitutional document, which grants the prime minister the authority to appoint and dismiss ministers as well as the boards of directors of institutions and government bodies and the boards of directors of public universities.

Mohammed Khair, the prime minister's political affairs adviser, told Al Jazeera Net that Idris began changes in the executive apparatus five days ago and that reforms will continue in the coming days, with the aim of improving performance and injecting new blood and national competencies.

He stressed that the changes announced and to come have no political motives, countering online claims and describing such claims as a misreading of Kamal Idris's orientations.

Last Thursday the prime minister issued a package of decisions that included the dismissal of the Minister for Cabinet Affairs Lamia Abdul-Ghafar, his diplomatic affairs adviser Badr al-Din al-Jaifri, and his press adviser Mohammed Abdul Qadir.

He also decided to dissolve the boards of directors of the state-owned sector companies, authorities, and government units.

Former Minister Lamia Abdul-Ghafar, in a statement, said that the Sudanese prime minister had previously told her of his intention to effect the change, confirming that the reasons 'are not related to her performance in the post.'

Idris tenure background

On May 31, 2025 Idris took the constitutional oath as the new head of the Council of Ministers before the Transitional Sovereignty Council Chairman Abdel Fattah al-Burhan, who issued on May 19, 2025 a decree appointing him.

Idris assumed his duties in early June 2025 as the first civilian prime minister after the resignation of former Prime Minister Abdalla Hamdok in January 2022, following the army leader's actions in October 2021 that toppled the previous civilian government.

The office of the prime minister remained vacant for more than three and a half years, during which military and civilian members of the Sovereignty Council shared oversight of the ministries, while five ministers continued to represent armed movements in their positions.

Idris's government, formed after weeks of consultations, consisted of 22 ministers and 4 ministers of state, and the post of Minister of Environment and Sustainability remains vacant.
