In Moscow, Ukrainian drones hit a major oil refinery in the Kapotnya district, with NBC News describing the city shrouded in thick black smoke after the attack and saying the refinery was hit “for the second time this week.”
NBC News reported that local officials said no one was hurt, while Gov. Andrey Vorobyov said “Some 17 people were injured across the Moscow region, including two children.”
Threats and retaliation language
Russia’s Foreign Minister Sergei Lavrov told reporters on Thursday that it was “no coincidence” the Kremlin would conduct “massive group strikes” against Ukraine on a regular basis after Kyiv’s drone attack on Moscow.
Ukrainian President Volodymyr Zelenskyy framed the strikes as retaliation, saying on X, “This is a fully justified response to Russian attacks on our cities and communities.”

Zelenskyy also warned in an audio note shared with reporters, “If Ukraine burns, your Moscow will burn too,” as NBC News reported the Kremlin’s air defenses and airports were disrupted during the refinery attack.
In the BBC’s account, Moscow residents complained of black rain after the refinery was hit, and the BBC quoted Zelenskyy saying, “But if Ukraine burns, your Moscow will burn too.”
Diplomacy and wider stakes
As the drone campaign continued, the EU reached out to Moscow in a tentative bid to open communication channels, with Naharnet saying an EU official described “brief contacts” made at diplomatic level to open communication channels.

The BBC reported that the refinery in Kapotnya was hit for the third time in a month and the second time this week, and it said Moscow’s four airports were temporarily shut and more than 500 flights were cancelled or delayed.
The Guardian said the refinery supplies up to 40% of the capital’s petrol and about half of its diesel fuel, describing the attack as aimed at bringing the consequences of the war closer to ordinary Russians and noting that the smoke made the war visible in the capital.
