The BBC called 7 October an atrocity 30 times in its own words. In 4,858 pages, it never once said it about Israel.

We read 4,858 BBC News pages published since 7 October 2023 and found every use of the word atrocity. When Hamas killed Israelis, the BBC used the word itself. When Israel killed Palestinians in Gaza, the BBC left the word to the UN, Human Rights Watch and Oxfam: 76 times, and every time as their words, never its own.

Palestinians killed in Gaza, says Gaza's Ministry of Health

The reality of how BBC News uses one word: since 7 October 2023, the BBC has called the attack on Israel that day an atrocity, in its own words, 30 times.

Over the same three years of Israel's genocide in Gaza, the Israeli occupation has killed 74,392 Palestinians, according to Gaza's Ministry of Health. In the 4,858 BBC pages we read, the BBC did not once call anything Israel did there an atrocity in its own words.

Plenty of people said it about Gaza. The UN's human rights chief warned of "atrocity crimes". Human Rights Watch, Oxfam and the head of the UN's agency for Palestinian refugees called what Israel was doing atrocities. The BBC reported people calling Israel's attacks on Gaza atrocities 76 times, and every time the word sat inside quote marks or in a sentence saying who had said it.

That is a double standard, and it is dangerous. A newsroom that states one side's killing as an atrocity in its own voice, and leaves the other side's to quotes, tells its readers that one is a fact and the other is an opinion. That only benefits Israel, by turning the documented killing of Palestinians into a claim somebody made.

What we found:

  • 30 times the BBC called the 7 October attack an atrocity in its own words, in headlines, standfirsts, live pages and reports.
  • 0 times it used the word in its own words for anything Israel did, in Gaza, Lebanon or Iran.
  • 76 times it quoted or paraphrased somebody else calling Israel's attacks on Gaza an atrocity.
  • 5 times its complaints team used the word for 7 October while defending the BBC's coverage, and 0 times for Israel.
  • 11 more times the BBC used the word for 7 October with a hedge ("unverified", "unconfirmed reports") or to describe someone else's view. We left all 11 out of the 30.

A year later the BBC was still writing it. When Israel killed Yahya Sinwar, the BBC's summary called him "the architect of the 7 October atrocities", and its report said this:

What the BBC wrote about Gaza

When the subject was Israel's attacks on Gaza, the word only ever arrived in someone else's mouth. The BBC put it in quote marks, even in its own headlines.

Sometimes the BBC put quote marks around that one word. On 20 October 2024, after an Israeli strike in northern Gaza killed at least 73 people, the BBC reported that the UN's top humanitarian official had called for these "atrocities" to stop. Israel's claim that the toll was "exaggerated" is in the same report twice, and the BBC's summary of the report leads with it.

On 13 May 2025 the BBC's international editor, Jeremy Bowen, interviewed Philippe Lazzarini, the head of the UN's agency for Palestinian refugees. Side by side, in the BBC's own words

Sometimes the double standard sits inside one BBC sentence. On 15 October 2023 the BBC's live page reported:

“The Hamas-run health ministry in Gaza said earlier that 2,450 people have been killed in Israel's bombing campaign against the territory, which was launched in the aftermath of last week's atrocities.”

BBC News live page, 15 October 2023, 15:41Read the originalArchived copyStill online

Notice the different standards. The 2,450 Palestinians Israel had killed were a figure from the "Hamas-run health ministry". The killing of Israelis a week earlier was, in the BBC's own words, "last week's atrocities".

BBC live page post of 15 October 2023 headlined More than 1,400 killed in attacks, Israel says, with the sentence calling the 7 October attack last week's atrocities

The next day the BBC's Middle East correspondent, Yolande Knell, wrote this about her colleagues:

“Some have had those they know or love caught up in the atrocities committed by Hamas in Israel. While under siege and intense bombardment in Gaza, my colleagues are struggling to find water and food for their families.”

Yolande Knell, BBC Middle East correspondent, BBC News live page, 16 October 2023Read the originalArchived copyStill online

In two sentences, Hamas is named as committing atrocities and Israel is not named at all. Gaza is simply "under siege and intense bombardment", as if nobody was doing it.

The BBC's own standard

On 11 October 2023, four days after the attack, the BBC's world affairs editor, John Simpson, explained why the BBC would not call Hamas "terrorists". In the same piece he set the BBC's test for the word atrocity:

“It's perfectly reasonable to call the incidents that have occurred "atrocities", because that's exactly what they are.”

John Simpson, BBC World Affairs editor, BBC News, 11 October 2023Read the originalArchived copyStill online

That is the BBC's own test: when the evidence shows an atrocity, say so. The BBC applied it to Hamas within four days. In three years and 4,858 pages, it did not apply it to Israel once.

The evidence was there. The UN's human rights chief, Volker Türk, warned of "atrocity crimes" in Gaza in December 2023, February 2024, October 2024 and August 2025, and the BBC reported each of those warnings. In September 2025 the UN Commission of Inquiry found that Israel has committed genocide in Gaza. The BBC kept the word in other people's mouths.

What the BBC tells people who complain

The same split runs through the BBC's answer to the people who complained about its coverage. On 16 October 2023 it published this response:

The BBC's response to complaints, 16 October 2023

About Israelis

“We have reported on the atrocities committed by Hamas in their assault on Israel and have heard many accounts from survivors of these attacks and family members of the victims, reflecting the trauma they are suffering.”

Atrocities for Israelis. A death toll and a humanitarian crisis for Palestinians.

BBC News's chief executive, Deborah Turness, made the same split two years later:

“It is almost two years since October 7th when the world witnessed Hamas' atrocities. Since then, a war has been raging in Gaza but international journalists are not allowed in.”

When Israel said the toll from its strike of 20 October 2024 was exaggerated, the BBC led with the denial and left the word atrocity to the UN. One standard for Sudan's RSF. Another for Israel.

Year by year

Other people called Israel's attacks on Gaza atrocities every year, and the BBC reported them doing it. The BBC never once took the word up itself. The last time we found it using the word in its own voice for 7 October was October 2024.

The BBC's own words against everyone else's, by year

The BBC's own words about Israel in Gaza are zero in every year. We read 995 pages in 2023, 1,670 in 2024, 1,445 in 2025 and 748 in 2026, to 15 October.

How we counted

How we did this

How we counted

We read 4,858 BBC News pages about Israel, Gaza, Lebanon and the region, published between 7 October 2023 and 15 October 2026: 3,857 reports, 270 live pages read in full (23,360 posts, every page of each stream) and 731 video pages. They came from four places: every BBC page in NewsCord's own archive on the subject, every BBC page from the week after 7 October and the anniversary windows that our 7 October media census collected, every Middle East page in the BBC's own archive index from October 2023 until the BBC changed its web addresses in 2024, and a sweep of BBC search for the word beside Gaza, Israel and Hamas.

We found every use of atrocity or atrocities and read each one. A use counts as the BBC's own words only when it is not inside quote marks and not part of a sentence reporting what someone else said, thought or condemned. Where the BBC's word described somebody's view ("Israelis are appalled that the world forgot the atrocities"), we counted it separately, so the 30 is the lowest fair figure. A sentence the BBC repeated on several pages is counted once.

The count covers what the BBC published in writing, not what it broadcast on television or radio. From mid 2024 it is a large sample rather than every page, because no BBC index lists its newer pages by subject. Every use we found is in the table below.
