What the BBC chooses to tell us Israel says

Photo: Les Hull, CC BY-SA 2.0, via Wikimedia Commons

A guest describes Israel's collective punishment, war crimes or genocide. A BBC presenter steps in to supply Israel's defence.

“Israel would say.” “Israel would deny.” “They would reject that.”

The broadcasts below show this happening to an aid chief, a former Israeli negotiator, human rights researchers, a British MP and Palestinian analysts. Sometimes the guest gets to answer. Sometimes the denial comes as the interview closes.

The question is which Israeli statements the BBC chooses to supply. Israel's leaders have also described a whole nation as responsible, announced a total siege, invoked Amalek and discussed starving civilians. Those statements bear directly on the allegations the presenters are challenging.

Listen to what the presenter adds

On 4 November 2026, Bernie Sanders told Newsnight that Americans wanted domestic priorities addressed and no more military aid to Israel's extremist government. Victoria Derbyshire supplied the government's denial and began moving to another question.

“And the Israeli government would deny that they are extremists.”

Victoria Derbyshire, Newsnight, BBC, 4 November 2026, approximately 22:37 GMTRead the original

Sanders responded that most people regarded the government as extremist, then described its treatment of Palestinians as genocidal. The denial answered his description of the government; it came before his genocide allegation.

On 11 October 2023, Daniel Levy, a former Israeli peace negotiator, was discussing the failure of politics and the need to uphold international law. The presenter supplied Israel's case for self-defence and targeting Hamas. Levy challenged the premise.

“But the Israelis would say”

The exchange begins around 1:52 in USMEP's six-minute upload. The linked recording includes the presenter's full question and Levy's response.

Two days before Levy's interview, Norwegian Refugee Council chief Jan Egeland had described collective punishment of Gaza's population. The presenter asked why, supplying the government's claim that its measures were aimed at Hamas. Egeland answered by describing what the total siege would do to children.

“the Israeli government would argue that they are going after Hamas”

On 10 October, International Crisis Group analyst Tahani Mustafa said Israeli forces had failed to distinguish civilians from fighters. The presenter supplied a rejection. Mustafa responded by raising Gallant's description of human animals. Here the guest brought the official's words into the discussion.

“They would reject that.”

On 15 October, Crispin Blunt described forced transfer and the removal of food, water and electricity as violations of the laws of war. The presenter replied:

“You will know that Israel says it is not breaking international law”

BBC News, 15 October 2023, approximately 11:18 BSTRead the original

The presenter also supplied Israel's arguments about warnings, Hamas and human shields. Blunt then answered that self-defence must operate within the laws of war.

On 15 October 2023, Egeland described forced transfer and violations of international law. The presenter explicitly introduced a devil's-advocate argument, supplying Israel's warnings and security case. Egeland replied that one crime could not justify another. Watch the exchange.

On 29 October, academic Muhannad Ayyash described a genocidal operation and an attempt to push Palestinians out of northern Gaza. The presenter explicitly interrupted to dispute his account of Israel's aims, then challenged his use of genocide.

“let me interject”

BBC News, 29 October 2023Read the original

The archive places this exchange around 05:21 to 05:23 GMT. The interruption concerns Israel's stated aims, followed by a challenge to the genocide allegation.

On 29 November 2023, Oxfam's Bushra Khalidi explicitly described war crimes and called for accountability. The presenter began to close, then supplied the argument that Israel could not live next door to Hamas. Khalidi disagreed and answered. The discussion continued, so this was an attempted close followed by debate, not a denial that ended the interview. Watch the exchange.

In a HARDtalk interview broadcast on 30 November 2023, UNRWA commissioner-general Philippe Lazzarini described failures to protect civilians and UN premises. Stephen Sackur put Israel's self-defence argument to him, then interrupted his response to raise an IDF tunnel allegation. The compilation retains Lazzarini's correction of the targeting premise and his reply about the tunnel. Watch the exchange.

Later in that same interview, Sackur raised Avi Dichter's description of a Gaza Nakba and asked whether the government wanted Palestinians removed. That is relevant scrutiny of an official's words, outside the five statements selected for the narrower comparison. It belongs alongside the earlier intervention. Watch the later question.

On 28 January 2024, Human Rights Watch's Omar Shakir criticised the suspension of UNRWA funding amid the humanitarian crisis and the ICJ proceedings. The presenter added Israel's denial of genocidal intent, then asked about Israeli challenges to information coming from UNRWA.

“Israel has vehemently denied any intention or any actions involving genocidal intent.”

BBC News, 28 January 2024, approximately 04:11 GMTRead the original

On 18 March 2024, Human Rights Watch's Sari Bashi described the denial of aid missions, attacks on aid trucks and the killing of UN aid workers. The presenter responded:

“the Israeli military, of course, says it has provided corridors for aid to reach where it is needed”

BBC News Now, 18 March 2024, approximately 14:10 GMTRead the original

Bashi answered by describing delayed or denied missions and routes the military could open. Her response remains part of the evidence.

On 11 April 2024, Mustafa Barghouti called for an end to the genocide. The presenter supplied Israel's denial and its stated determination to defeat Hamas. Barghouti asked to respond and was allowed to do so.

“Israel would deny that a genocide is taking place”

BBC News Now, 11 April 2024, approximately 12:07 BSTRead the original

The public video confirms the words obscured by the archive's OCR. The source includes the surrounding exchange and Barghouti's response.

On 29 August 2024, Dalal Iriqat called for accountability for war crimes against Palestinians. As the interview closed, the presenter added:

“Of course, a reminder that Israel would deny that it is carrying out war crimes”

Verified Live, BBC News, 29 August 2024, approximately 16:11 BSTRead the original

The archive transcript then moves into the next story. This is an end-of-interview denial, a different act from interrupting a guest mid-sentence.

On 5 June 2025, Dr James Smith described his experience treating patients in Gaza. The presenter supplied a genocide denial, an account of aid diversion by Hamas and, at the close, the military's explanation that soldiers had felt threatened. The continuous chapter preserves Smith's replies and the sign-off. Watch the interview.

Smith disputed witnessing Hamas diversion. The following report by John Sudworth also said the UN disputed diversion in significant volume. The programme therefore contained a challenge to the claim, even though the final security justification was followed by the end of the interview rather than another reply. Watch the following report.

These are selected broadcasts, not a claim that every guest is interrupted. They show presenters repeatedly putting Israel's defence into the exchange. Whether that defence is followed by relevant evidence, and whether the guest can answer, are part of what the BBC's impartiality should be judged against.

What the BBC says it is doing

In a ruling on The World at One's 3 November 2023 interview, the BBC's Executive Complaints Unit defended the practice of putting opposing views to public figures. It said this does not mean the interviewer endorses them. Read the ruling.

That explains why a presenter might put Israel's denial to a guest. It leaves a further question: why should the denial be supplied without also examining the statements that bear on the allegation?

A denial is something Israel says. So are the words of its president, prime minister and ministers.

The other things Israel's leaders said

On 12 October 2023, President Isaac Herzog said, referring to Gaza:

“It is an entire nation out there that is responsible.”

Isaac Herzog, President of Israel, Quoted in the ICJ's 26 January 2024 order, paragraph 52, 12 October 2023Read the original

Herzog also disputed the distinction being drawn between involved and uninvolved civilians. His statements belong in scrutiny of collective responsibility. His acknowledgement that there were innocent Palestinians who opposed Hamas also belongs in the record; the UN commission considered both when it examined the statement. Commission analysis, paragraphs 227 and 231.

On 3 November 2023, Netanyahu invoked Amalek in a letter to soldiers and commanders:

“Remember what Amalek did to you”

Benjamin Netanyahu, Prime Minister of Israel, UN commission report, paragraph 172, 3 November 2023Read the original

The UN commission interpreted the reference in light of the biblical command to destroy the Amalekites. Its description of a holy war of total annihilation was the commission's analysis, not a phrase Netanyahu wrote in the letter. The distinction matters because his actual words already warrant scrutiny.

On 9 October 2023, Defence Minister Yoav Gallant announced the siege of Gaza and used the words:

“We are fighting human animals”

Yoav Gallant, Defence Minister, BBC broadcast translation, 9 October 2023Read the original

The BBC broadcast that statement on News at Six that day. It also appears in subsequent BBC programme records. The question is how often the BBC later brought it into interviews about Israel's intentions, and whether the presenter or the guest had to raise it.

On 13 October 2023, Energy Minister Israel Katz published a post referring to destroying Hamas and ordering Gaza's civilian population to leave immediately. It continued:

“They will not receive a drop of water or a single battery until they leave the world.”

Israel Katz, Energy Minister, Katz's original English-language post, 13 October 2023Read the original

The post switches between Hamas and the civilian population. This quotation retains his pronoun rather than replacing it with a claim about whom he meant.

His previous day's post explicitly conditioned the restoration of electricity, water and fuel on the return of hostages. That was a statement about the deprivation of essential supplies, not merely a denial of wrongdoing. Original post, 12 October.

On 5 August 2024, Finance Minister Bezalel Smotrich discussed causing two million civilians to die of hunger until hostages were returned, describing it as potentially:

“justified and moral”

Bezalel Smotrich, Finance Minister, The Times of Israel's contemporaneous report, 5 August 2024Read the original

He also said international opposition would prevent it. His words are relevant when the BBC reports Israeli denials about the deliberate starvation of civilians.

Count the broadcasts

The first week of the review covers every one of the 316 archived BBC News programme records dated 7 to 13 October 2023. We screened the available captions for allegations and warnings of war crimes, genocide and ethnic cleansing, then examined the presenter responses. A separate search of those same programmes traced the specified officials' statements and translation variants.

What BBC presenters put on air

7 to 13 October 2023, the first reviewed week. Eleven BBC defence turns after guest allegations or warnings of war crimes, genocide or ethnic cleansing; 4 presenter mentions of Gallant's dehumanising words, including news introductions and the translation "beastly people". This is not a count of all Israeli defences or the full three-year comparison. One uncertain attribution and three siege-only quotations remain separate.

See the figures
Presenter suppliedAired presenter interventions
Israel's defence11
Gallant's dehumanising words4

The 11 defence interventions followed nine guest allegation or warning episodes. The 4 presenter quotation segments all concerned Gallant's dehumanising words, translated in these broadcasts as “beastly people”. 3 were introductions or news updates. One explicitly paired the quotation with a Palestinian UN representative's criticism of dehumanisation and genocide. These are presenter mentions, not direct challenges to Israeli guests.

The search also found a presenter asking about “human animals” while attributing the words to Netanyahu; that unresolved attribution stays outside the main count. In three HARDtalk airings, Stephen Sackur put the no-food, water and fuel portion of Gallant's siege statement to Danny Danon. Those count as scrutiny of the siege statement, but not as repetitions of the animal wording. The supporting ledgers retain both findings, and the archive includes the siege quotations.

How often did the BBC add Israel's defence?

7 to 13 October 2023. All 316 archived programmes were screened for allegations independently of defence wording. 24 distinct guest allegation episodes; nine received a linked BBC defence. Categories overlap. Includes explicit warnings, historical and qualified allegations. Based on available captions; 281 minute containers are empty.

See the figures
AllegationGuest raised allegationBBC supplied defence
War crimes157
Genocide62
Ethnic cleansing92

The 24 guest episodes include explicit warnings, historical allegations and qualified claims. Nine received a linked presenter defence; 15 did not. One exchange can contain more than one allegation, so the three rows cannot be added together. The source table shows every episode and its response. BBC presenters also introduced or reported allegations in 13 separately coded episodes, including questions to Israeli guests.

The full comparison is still underway

These are first-week caption findings, not the completed three-year result. The frozen full scan covers 51,306 BBC News programme records through 4 November 2026. The first week has 281 empty minute containers out of 10,653, and caption errors can hide speech. Coding is AI-assisted and has not received a full listening or independent human review. Netanyahu's Amalek remarks and Smotrich's starvation remarks had not yet been made in this first week. They are not zero-frequency categories.

The wider archive contains clear presenter counterexamples: Gallant's words were raised with Omer Bartov and Natasha Hausdorff, and Herzog's with Mark Regev and Danny Danon. Bartov's introduction also supplied Israel's defence. The evidence therefore does not support a claim that BBC presenters never raise the officials' words. The question is how often, in which exchanges, and with what scrutiny.

For Smotrich, a separate search covered all 196 archived programmes dated 5 to 8 August 2024. No target wording was located in the available captions. There were 112 empty minute containers, so this is not proof that the BBC never aired it.

2025-06-05Presenter supplies Israeli defenceBBC NewsDr James SmithDr James Smith: Genocide denial, aid-diversion claim and closing military justificationOne continuous interview contains three distinct presenter interventions. After Smith explicitly uses the word genocide, the presenter supplies Israel's rejection, refers to the ICJ and asks about his application process; Smith answers that question. After his account of starvation and violence, the presenter introduces Israel's aid-diversion argument and asks whether he has witnessed it; Smith says no and challenges the aid system. The final justification that soldiers felt threatened is followed by the sign-off, without a further Smith reply. The immediately following report by John Sudworth says the UN disputes significant Hamas diversion of aid, outside this selected interview. This is one case, not three independent interviews, and not every intervention is established as a mid-sentence interruption. One indexed airing in this content groupEdited excerpt; machine transcription compared with archive captions; final listening review outstandinghttps://archive.org/details/BBCNEWS_20250605_090000_BBC_News/start/256/end/619

Say what Israel says

A presenter can put a denial to a guest and then test it. They can name the official who made it, examine the evidence behind it, and put the official's other statements alongside it.

The same scrutiny is needed when an Israeli representative is the guest. If a minister's words bear directly on an allegation of collective punishment or genocide, those words should be put to the representative who denies it.

Impartiality cannot be assessed by counting how often a presenter remembers to add a denial. We also need to examine what the audience is told about the evidence.

“Israel says” is not inherently bad, if one actually says what Israel says.
