Frightening floodwaters swept four people away in the San Fernando Valley Thursday morning, leaving first responders to conduct a dramatic water rescue. A third person clinging to a structure was spotted and rescued. The fourth person reported missing had self-rescued, officials said. The emergency comes as heavy rain battered Los Angeles.
