In a speech to be given in London, Badenoch is expected to say that John Healey's upcoming budget will cause damage to the economy as he "buries his head in the sand". She is also expected to warn Healey that he must slash government expenditure so that it can live within its means. She's also expected to call Labour's current proposals for public spending cuts 'fictional' and predicts that Andy Burnham will call a general election before these cuts are delivered. "John Healey is not Rachel Reeves ," she is expected to say, the Mail reports. "Many people see that as an improvement. How could it be worse than £70billion in new tax rises across just two Budgets? Article continues below ADVERTISEMENT "However, I'm worried that next week John Healey will deliver a Budget that does more damage to our country than either of Rachel Reeves's did." It comes as the International Monetary Fund (IMF) last week praised Labour's plan to narrow the Budget deficit. However, Badenoch reportedly says that this is comprised of "made-up spending costs". She is expected to say: "Labour's deficit reduction plans to meet their fiscal rules are predicated on making huge cuts to the public sector in the final year of the spending period. I think there will be an election before then, and they'll never have to prove it. "Labour have increased spending by more than £100billion in just two-and-a-bit years. They are not suddenly going to find some courage to cut spending in the final year of a Parliament right before an election." His comments come in response to Government borrowing costs reaching their highest level since 1998. "But instead of doing that, Labour are taking out loans to pay the interest on our loans." There has been much speculation about what Healey will announce in this year's autumn budget. Badenoch has said that the Tory party has already identified 70 million in government spending cuts that could be implemented right away. Healey's budget is expected to include help for poorer households struggling with soaring energy bills, as well as an extension of the long-standing freeze in fuel duty. A Labour spokesman said of Mrs Badenoch's speech: "The Conservatives have zero credibility on the economy. After appointing the architect of the economy-crashing mini-Budget [Andrew Griffith] as her Shadow Chancellor, Kemi Badenoch should spare everyone the lecture."
