In an exclusive interview with Al Jazeera, Husam Badran said, "there will be no visible weapons in the streets and alleys of Gaza except the official weapons belonging to this committee, which is the official Palestinian police," while adding, "We are not talking about handing them over; we are talking about, at least, weapons not being visible except for the official weapons of the Palestinian police."

The disarmament and withdrawal of Israeli troops from Gaza remain the biggest sticking points in the United States-brokered October 2025 ceasefire plan, Al Jazeera reported.

Badran said Israel has failed to implement even 30 percent of its phase one obligations, and he told Al Jazeera, "Saying Israel implemented even 30 percent is an overstatement."

In a separate account, All Israel News said Hamas is seeking a new ceasefire outline with help from Turkey and Egypt, while Israel points to armed Palestinians attempting to cross the Yellow Line and Hamas’ refusal to disarm as proof it is failing to uphold its obligations under the agreement.
