Doctrine shifts after war

Iran’s Supreme National Security Council Secretary Mohsen Rezaei said in a televised interview on Saturday evening that "After several rounds of negotiations and the Americans' breach of promise, reforms must be made in the diplomatic behavior of the Islamic Republic of Iran with the world." Mehr News Agency also quoted Major General Rezari saying Iran’s defense strategies have evolved since the Second Imposed War and that "Iran today is not the Iran before the war." Tehran Times reported that Iran’s Defense Ministry said production of strategic military equipment tripled during the latest US-Israeli war, and Brigadier General Reza Talaei-Nik said Iran’s defensive weapons production doubled from July of last year to July of this year.

Tehran Times further quoted Brigadier General Seyed Majid Ibn al-Reza, Iran’s acting Defense Minister, saying on Saturday during a meeting with foreign military attachés stationed in Tehran that defense industries kept production lines fully active and deployed new offensive and defensive systems on the battlefield under recent wartime conditions. VOI.ID reported that Iranian Army spokesman Brigadier General Mohammad Akraminia said Iran changed its military doctrine from defensive to a more offensive one, adding that "gradually during these two wars we witnessed a change in the military doctrine from defensive to offensive."

Hormuz closure and threats

PressTV quoted Mohsen Rezaei saying Iran will neutralize the United States’ economic pressure and that "Either they honor their commitments, or they will have to struggle to get out of that corner, which will make the situation worse." PressTV said Rezaei cited cessation of all instances of aggression and refusal to interfere in maritime traffic in the region, and he told neighboring countries, "Anyone who does so will be considered a hostile country." PressTV reported that Rezaei said Iran could prevent oil from passing through the entire Persian Gulf and that "For now, we have closed the Strait of Hormuz, while we are not targeting the oil in the Persian Gulf."

PressTV also said Rezaei stated reopening the Strait of Hormuz was not currently under consideration and that the United States would have to act first by living up to its commitments. Tehran Times described Iran’s defense posture as a primary guarantor of peace and stability in the region, quoting Major General Ahmad Vahidi that "Iran must relentlessly sharpen its defensive and offensive edge."

Industry scale and next steps

WANA News Agency said Iran’s defense industry produces more than 1,000 advanced weapons systems and military equipment, and it attributed the figure to Iranian military officials speaking on Defense Industry Day. WANA quoted General Reza Talaei-Nik saying that prior to 1979 Iran’s defense output was limited to just 31 simple items, such as the assembly of foreign G3 rifles, and it said today that framework has been replaced by indigenous design and domestic production of over 1,000 advanced systems. Tehran Times reported that Brigadier General Reza Talaei-Nik said Iran’s defensive weapons production doubled in the aftermath of the failed US-Israeli aggression in June 2025, and he said production of some strategic defense products and war necessities increased by more than threefold during the latest US-Israeli war.

“We are serious about diplomacy, but we have changed our method… We are waiting for [the other side] to honor its commitments.”
