IRGC vows harsher response
The Islamic Revolutionary Guard Corps said it is ready for an immediate and harsher response to any threat or attack, in a statement issued on the occasion of the second anniversary of Iran’s attacks on Israel under the title “Operation The Righteous Promise 2.” The IRGC declared, “The era of threats without cost has ended, and any aggression will be met with a painful and remorseful response.”
“The era of threats without cost has ended, and any aggression will be met with a painful and remorseful response.”
The IRGC added that it is acting “with our finger on the trigger,” and it said it is prepared for a “decisive, immediate, painful, remorseful, and more deadly response than Operation The Righteous Promise 2.” The IRGC said “Operation The Righteous Promise 2” was carried out in response to the killing of Hamas leader Ismail Haniyeh, former Secretary-General of Hezbollah Hassan Nasrallah, and the commander of the IRGC in Lebanon and one of the senior commanders of Quds Force, Abbas Niloosharan.

Anniversary framing and leaders
IRGC statements marked the anniversary of “Operation True Promise II” and described the 2024 attack as a “historic and lasting epic” and a “pride-inspiring” attack by the IRGC Aerospace Force. The IRGC said the operation was a response to the assassination of resistance commanders and leaders, including Ismail Haniyeh, Sayyed Hassan Nasrallah and Brigadier General Abbas Nilforoushan, and it said it targeted the heart of the occupied territories with waves of precision missiles and drones.
The IRGC also commemorated Ayatollah Seyyed Ali Khamenei and said the “astonishing power” displayed during the “12-day and 40-day imposed wars” forced Washington to beg for a ceasefire. The IRGC further tied its deterrence message to senior commanders, and it said the operation showcased Iran’s missile power with its “surprises” to the Israeli regime and its supporters, particularly the “criminal rulers of the White House.”

Sanctions, payments, and risk
Iran International connected the IRGC anniversary messaging to renewed attention on efforts to settle bilateral trade outside the dollar, and it said the United States Treasury Department imposed new sanctions on the Russian bank VTB partly for its role in creating a system for settling payments in rubles and tomanis. The article said the Treasury also targeted the A7 network associated with Russia, describing it as a “shadow banking network” used by Iran to evade sanctions, and it said the sub-agents formed a mechanism for money laundering and sanctions evasion linked to illicit Russian financing.
Iran International said an internal plan approved in September 2024 set a target at 68%, aiming to raise it to 71% by 2026, while it also said the governor of the Iranian Central Bank in November 2024 said Iran had “completely excluded the dollar” and now only deals in rubles and tomans. The same source said the usual solution to the liquidity shortage is to establish a currency-swap line between the two central banks, which Iran and Russia signed in July 2024, and it added that after two years neither side has announced more than 1 billion rubles held by VTB to cover “potential ruble shortfalls.”
