Disarmament vs Withdrawal
Donald Trump announced that an agreement had been reached on the disarmament of Hamas in the Gaza Strip, and he said Israeli forces would withdraw from Gaza "as disarmament is completed." Senior Hamas officials confirmed an agreement was found "concerning the weapons issue" and "a gradual withdrawal" of Israeli forces from Gaza, while ABC reported Jared Kushner met Hamas and Netanyahu to salvage Trump’s peace plan for Gaza.
“the Peace Council (created for the reconstruction of Gaza) has reached a historic agreement for the complete disarmament of Hamas”
ABC said the Israeli prime minister rejected this month the plan drawn up by the Trump Peace Council and demanded that the terrorist group completely disarm before the Israeli army withdraws from the Gaza Strip, with the dispute centered on the timing of disarmament and withdrawal.
Acento reported Netanyahu rejected the 15-point plan and said Israel’s forces would not withdraw until Hamas disarmed completely, quoting Netanyahu: "Las Fuerzas de Defensa de Israel (FDI) no se retirarán hasta que Hamás se desarme."
Akhir Khabar added that Netanyahu said Israel will not withdraw from Gaza until Hamas is fully disarmed, and it said Hamas asked the Peace Council for clarifications after discomfort with statements by the Gaza envoy Nikolai Miladinov.
Mediators, Quotes, Tensions
In Egypt, Kushner met with Hamas’s delegation and with mediators, and ABC said the meeting included Khalil Al-Hayya and key mediators such as Egyptian President Abdel Fattah El-Sisi, with Nickolay Mladenov and former British Prime Minister Tony Blair also participating.
Acento reported Netanyahu’s rejection of the 15-point plan and quoted him saying, "Israel rechaza el documento de 15 puntos. Las Fuerzas de Defensa de Israel (FDI) no se retirarán hasta que Hamás se desarme."
Akhir Khabar said Hamas officials expressed discomfort with a statement issued by Peace Council envoy Nikolai Miladinov after his meeting with Netanyahu, with one Hamas official telling Agence France-Presse that the statement focused only on the weapons issue and did not address the army's commitments or other provisions.
Akhir Khabar also quoted Qatar’s Foreign Ministry spokesman Majid Al-Ansari saying, "it is clear to the international community who is obstructing the implementation of the agreement," and it said Qatar blamed Israel for delaying implementation of Trump’s plan for Gaza.
What’s at Stake Next
The dispute over the Gaza plan threatens the ceasefire’s second phase and the broader U.S.-Israel partnership, with Akhbar as-Su‘diyah describing how Netanyahu’s rejection of the 15-point road map could complicate implementation of the second phase of the comprehensive ceasefire plan in the Gaza Strip.
“complicating the implementation of the second phase of the comprehensive ceasefire plan in the Gaza Strip”
Akhbar as-Su‘diyah said Netanyahu ties any withdrawal to the complete and immediate disarmament of Hamas and declared his refusal to establish a Palestinian state in Gaza or the West Bank while he remains in office, while it also said Hamas insisted it would implement the 15 clauses according to a defined timetable if it receives international guarantees for a sustainable ceasefire, open crossings, delivery of humanitarian aid, and initiation of reconstruction efforts.
Ain Libia reported that the United States and Israel reaffirmed continued work on resolving differences over mechanisms and timeline for implementing the Gaza plan, and it quoted U.S. Permanent Representative to the United Nations Ambassador Linda Thomas-Greenfield saying, "Prime Minister Netanyahu has some reservations about the sequence of events."
Ain Libia also said Israeli forces carried out a new wave of arrests in the West Bank, targeting 25 Palestinians, and it reported that the Prisoner Information Office said Israeli forces arrested 10 Palestinians from the village of Marah Rabah south of Bethlehem and 5 Palestinians from the Balata refugee camp east of Nablus.
