Prime Minister Narendra Modi was conferred with Seychelles’ special presidential distinction, ‘Guardian of the Blue Horizon” on June 28, 2026, while he was in Seychelles as part of his three-day State Visit to the East African island nation.

Foreign Secretary Vikram Misri told media at a special press briefing in Victoria that India and Seychelles concluded an umbrella line of credit agreement extended in rupees and amounting to Rs. 1250 crore to support priority development projects in Seychelles.

Misri said the two sides also signed an extradition treaty aimed at combating transnational crime, and that the National Payments Corporation of India and the Central Bank of Seychelles signed a Memorandum of Understanding for deploying the Unified Payment Interface (UPI) from India in Seychelles.
The Hindu reported that PM Modi dedicated the ‘Guardian of the Blue Horizon’ award to nations combatting climate change challenges, as he dedicated the distinction during his Seychelles visit.
Outlook India said Modi handed over the India-built fast patrol vessel PS LESPWAR to Seychelles President Patrick Herminie in Victoria on June 27, with the vessel built in India and designed for Exclusive Economic Zone patrols.
Award controversy and defence
The Guardian reported that Modi accepted the Guardian of the Blue Horizon award from Patrick Herminie, and said the certificate misspelled “republic” as “repubblic” and even “Seychelles” as “Seycheeles”.
The Guardian also quoted opposition Congress politician Supriya Shrinate saying: “Give him [Modi] any award, and he’ll come running.”

In response, the Guardian said the Seychelles foreign ministry claimed a “working draft” had accidentally been circulated and that an “authentic and duly approved” version had now been issued, adding that “The Guardian of the Blue Horizon distinction is genuine,”.
Outlook India said India will depute four military advisers to integrate into the security architecture of Seychelles, reviving a previously discontinued advisory mechanism, and that the deployment marks a strategic reset during Modi’s state visit from June 27 to 29.
Outlook India further said the two sides signed memorandums of understanding to deploy digital public infrastructure, with NPCI International Payments Ltd. and the Central Bank of Seychelles signing an agreement on June 28 to implement the Unified Payments Interface (UPI).
Technology, climate and next steps
Mena FN reported that Misri said Seychelles requested India’s assistance in setting up AI and cyber security centres along with an advanced light helicopter, and that the Prime Minister “immediately signalled that India would look into these proposals and take them forward with a very positive frame of mind.”
