Cluster munitions claim
Ukrainian President Volodymyr Zelenskyy accused Russia of using cluster munitions overnight as it renewed strikes on Kyiv and multiple other locations, and he said at least four people were killed and 34 people were injured, including five children. Zelenskyy wrote on X that "Last night, the Russians used, among other weapons against Kyiv, three ballistic missiles with cluster warheads," and he said the missiles detonate in the air as they approach the target, striking everything within a 400-meter diameter. Russia’s Defense Ministry said air defenses downed 808 Ukrainian drones overnight, and Russia reported two people were injured, according to The Associated Press.
Mayor Sergei Sobyanin said more than 600 drones were fired toward Moscow between late Wednesday and early Thursday, as Kyiv and other regions absorbed further attacks. Zelenskyy said 12 regions came under attack from Russia overnight, and he said one attack hit Pechersk, Kyiv’s historic center, damaging monastery buildings, homes, shops, cafés and other civilian infrastructure.
Talks resume, strikes continue
US special envoy Steve Witkoff met Russia’s Vladimir Putin in St Petersburg for a new round of peace talks, and Witkoff said the US hopes to resume trilateral negotiations with Russia and Ukraine after talks with Volodymyr Zelenskyy in Norway.
Witkoff said the US hopes to resume trilateral negotiations, while Kremlin spokesman Dmitry Peskov was quoted by Russian news agencies as saying Moscow would study proposals on the Ukraine war brought to St. Petersburg by Witkoff, but that the talks would take a long time.
Zelenskyy said, "Almost immediately after another round of talks, Russia launched a pointed attack," and he said this meant there had been no real change in Russia’s attitude.
France 24 said Kyiv’s Mayor Vitali Klitschko posted that strikes had wounded 15 people in the Ukrainian capital, eight of whom needed hospitalisation, and it said strikes damaged metro infrastructure at the Pivdenny Bridge.
CNN said the latest diplomatic push was followed by an attack involving 21 missiles and 210 drones, and it said Zelenskyy reported that the strikes killed two people and injured 34 others.
What comes next
Russia’s aide Yuri Ushakov said the Kremlin was "in principle" ready to resume trilateral talks in mid-November, and he said the Kremlin wanted the talks to focus on post-war security.
The Kyiv Independent said Zelensky told reporters on Oct. 21 that Ukraine will support proposals regarding a ceasefire, ending the war, addressing the energy sector, and humanitarian initiatives, as well as the return of prisoners and diplomats.
Zelensky also said, "I do not yet know the final dates for this meeting," and he said talks would likely be held in November.
Folha de S.Paulo said at least 21 ballistic missiles were launched in three waves against Kyiv, and it said at least 2 people were killed and 34 injured as the target was again the country’s energy system.
NBC News said the war has ground on for more than 4-1/2 years and that no breakthrough emerged from three short meetings in Istanbul last year and three rounds of US-mediated talks in Abu Dhabi and Geneva at the start of this year.
