Bombs as talks restart

Russian rockets struck Kyiv throughout the night, and Kyiv Mayor Vitali Klitschko said six people were injured as the Russian military intensified airstrikes against Ukraine. The Kremlin said Putin conveyed his “in principle” willingness to engage in negotiations during a meeting in St Petersburg with US special envoy Steve Witkoff. Donald Trump told reporters in Washington, “Perhaps we are now as close to a settlement and are conducting very delicate negotiations, you do not impose sanctions.”

Yuri Ushakov said the proposed new round of trilateral discussions with the United States and Ukraine would restart through technical teams’ meetings planned for mid-November. The BBC said the missile attack came hours after Russia said it was “ready in principle” to resume peace talks and Trump said the world was “the closest we've been” to ending the war.

Witkoff, Zelensky, and Kremlin

Steve Witkoff described his visit to Russia as productive, and the Kremlin said Putin conveyed his “in principle” willingness to engage in negotiations during a meeting in St Petersburg. Zelenskyy told reporters via WhatsApp that “We have received feedback that… Russia supports a trilateral meeting at the level of our [negotiating] teams,” and he said the meeting should take place no later than early November. Yuri Ushakov told reporters that Witkoff briefed Putin on “some new aspects in the approaches of the Europeans and Kyiv … but there wasn’t really much substance in them.”

Witkoff said the discussions were “constructive,” and he told Putin he brought “ideas” and “some documents” for ending the now nearly five-year war. Kremlin aide Yuri Ushakov said the talks must focus on “building a security system for Russia and Ukraine after the end of the conflict.”

What comes next

The Kremlin said the trilateral talks could take place in Abu Dhabi, and Ushakov said Putin would determine the composition of the Russian delegation for the first ten days of November. Trump’s envoy Steve Witkoff said the meetings aimed to capitalize on progress made in Oslo, where he met Zelensky and European representatives, and he personally thanked Putin for the release of American citizen Stephen Hubbard. The Kremlin said Putin offered to meet Trump in China, where Putin plans to attend next month’s Asia-Pacific Economic Cooperation meeting, and it described that as a possible venue for further diplomacy.

France 24 said Russia and Ukraine both said they were ready to resume trilateral talks with Washington, while the Kremlin decried “little ‘substance’ in new Ukrainian and European peace approaches.” The Kyiv Independent said Zelensky told reporters that Ukraine would support proposals regarding “a ceasefire, ending the war, addressing the energy sector—and other sectors as well—as well as humanitarian initiatives,” while Zelensky also said the Ukrainian side would ensure the meeting takes place as early as possible in November.
