Hospital hit, grid attacked

Russia launched a massive overnight missile and drone attack on Ukraine on Nov. 3, striking a hospital in Kharkiv and injuring at least 73 people, with Ukrainian President Volodymyr Zelenskyy saying on X that “the Russians directly struck a city clinical hospital. Seventy-three people were injured, and the cardiology department, where people were receiving treatment, was damaged.”

Ukrainian officials said the attack also targeted energy generation facilities and substations across Odesa, Cherkasy, Zhytomyr, Vinnytsia, Kharkiv, Dnipropetrovsk, Chernivtsi, Chernihiv and Rivne oblasts, and Zelenskyy described it as “a complex, massive attack”.

Ukrainian authorities and regional officials reported power disruptions after the strikes, including emergency power outages in numerous cities and communities.

Kharkiv Mayor Ihor Terekhov confirmed on Telegram that the hospital sustained heavy damage, with more than 1,000 windows shattered, and the attack triggered evacuations of patients to other hospitals.

Ukraine’s Air Force reported that Russia launched 59 cruise missiles, and it said air defenses shot down or electronically suppressed 309 aerial targets, including 49 cruise missiles and 257 drones.

Numbers and officials diverge

Ukrainian officials described the Kharkiv hospital strike as injuring 73 people, and Kharkiv Mayor Ihor Terekhov said “More than 1,000 windows were damaged in the medical facility and surrounding apartment buildings.” Al Jazeera reported that Zelenskyy said Russia launched 289 attack drones overnight, as well as 17 ballistic missiles and 59 cruise missiles, while the Ukrainian Air Force also reported 289 drones in its account of the same barrage. Euromaidan Press said the missile, bomb, and drone attack killed one person in Dnipro and injured about 100 in four oblasts, by regional authorities' counts, and it added that medics were evacuating 226 patients to other hospitals.

Hromadske said a strike on a medical facility in Kharkiv left 62 people injured and forced the evacuation of 226 patients to other hospitals, while it also reported that one person was killed and 15 injured in Dnipro. Zelenskyy framed the timing as politically significant, and The New Voice of Ukraine quoted him saying, “It is very telling that all this is happening on the day of the U.S. congressional elections.”

Diplomacy and winter pressures

The attack came as the United States ramped up efforts to end the war, with a meeting between US, Russian and Ukrainian officials due to take place in Abu Dhabi next week, and US Special Envoy Steve Witkoff said the discussions would focus on “post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward peace.”

Al Jazeera said Witkoff added that US negotiators would meet with representatives from France, Germany, the United Kingdom, the European Union and NATO in Brussels this week, linking the diplomatic push to the same period of intensified strikes.

Euromaidan Press said strikes on power plants and substations brought emergency blackouts, now with winter approaching, and it reported that about 130 settlements with more than 180,000 customers lost electricity in Zhytomyr Oblast.

The same report said Russia hit three thermal power plants of private energy company DTEK with dozens of missiles and drones, and it said all three plants stopped generating power.

Zelenskyy’s office said the attack followed signs of preparations for a large-scale Russian aerial assault on Monday, Nov. 2, and it described energy and logistics as likely targets, while Ukraine’s air defenses reported suppressing 309 aerial targets in the overnight barrage.
