The United Arab Emirates designated 16 individuals and five Lebanon-based companies on its local terrorist list over links to Hezbollah after a Cabinet resolution approved their inclusion, state news agency WAM reported.

Cabinet Resolution No. (63) of 2026 ordered all regulatory authorities to freeze the assets of the individuals and companies, all from Lebanon, within less than 24 hours.
WAM said the move forms part of the UAE’s efforts to disrupt and dismantle networks linked to the financing of terrorism and related activities, whether direct or indirect.
The list of individuals named all Lebanese nationals, including Ali Mohammed Karneeb and Nasser Hassan Nasr, while the entities were described as headquartered in Lebanon, including Bayt Al-Mal Al Muslimeen and Al-Qard AL-Hassan Association.
Freezes Within 24 Hours
Gulf News said the designation was issued under Cabinet Resolution No. (63) of 2026 and approved the inclusion of 16 individuals and five entities on the Local Terrorist List over alleged links to Lebanon’s Hezbollah.
Under the resolution, Gulf News reported that regulators required all regulatory authorities to identify any individuals or entities connected through financial or commercial relationships with those listed and to take necessary measures, including freezing assets within 24 hours.

The National described the same step as the UAE adding 16 people and five organisations to its local terrorist list over their links to Hezbollah, with the 21 publicly named after the Cabinet decision.
WAM’s statement was quoted by The National as saying, "The move forms part of the UAE’s ongoing efforts, both domestically and internationally, to disrupt and dismantle networks linked to the financing of terrorism and related activities, whether direct or indirect," and it also said regulatory authorities must identify connected parties and freeze assets within less than 24 hours.
Lebanon Ties and Hezbollah
Kurdistan24 reported that the UAE designated 21 Lebanese individuals and organizations as “terrorists,” ordering the immediate freezing of their assets over alleged links to Hezbollah, citing WAM.
Kurdistan24 said the measures target 16 Lebanese nationals and five Lebanon-based organizations accused of supporting groups classified by Abu Dhabi as terrorist organizations, and it repeated that UAE regulatory authorities were instructed to identify financial or commercial connections and take legal measures including freezing assets within less than 24 hours.
L’Orient Today said the UAE added 16 individuals, all Lebanese, and five entities operating in Lebanon, including al-Qard al-Hassan, to its terrorism list for their ties to Hezbollah, citing WAM.
In L’Orient Today’s account of the Emirati government statement, it said, "all national regulatory bodies must identify any individual or party that maintains any financial or commercial relationship with these individuals or entities and take necessary measures against them, which may include freezing assets in less than 24 hours," and it also described the measure as aiming "to combat terrorism in the world and the financing of terrorism."
