Sanctions target ICC judges
The United States Treasury announced new sanctions on Wednesday 20 août against four ICC magistrates, including French judge Nicolas Guillou, as part of a renewed push against the International Criminal Court.

Le Monde.fr says Guillou, a Breton de 50 ans, presides the chamber préliminaire chargée du« dossier Palestine », and that on 21 novembre 2024 the ICC issued arrest warrants for Israeli prime minister Benyamin Nétanyahou and former defense minister Yoav Gallant.

Le Monde.fr also reports that Canadian judge Kimberly Prost was sanctioned for enabling an investigation into crimes committed by U.S. forces in Afghanistan, an inquiry that had been “in sommeil depuis septembre 2021.”
In parallel, The News International frames the Trump administration’s campaign as a State Department “campaign” announced on Monday, with Marco Rubio declaring the administration will work to dismantle the court “brick by brick, if necessary,” while citing sovereignty concerns.
Rubio’s rhetoric and pressure
Multiple outlets describe Marco Rubio’s video statement as accusing the ICC of “waging a war against our country, not with bullets or missiles, but with statutes, compacts, and the force of so-called international law.”
Al Jazeera quotes Rubio saying, “Today, it threatens every aspect of our political and legal system,” and adds that he warned, “If they believe they can deprive us of our sovereignty, we will teach them the full meaning of American resolve.”

The State Department campaign, as described by CNN, is also aimed at pressuring countries, with a State Department official saying nations that refuse to reject the ICC’s “false authority” while relying on U.S. assistance are likely to come under “increased scrutiny.”
CNN further reports that the administration is calling on countries “to diplomatically isolate the International Criminal Court and ensure it cannot target Americans,” while Rubio’s Wall Street Journal op-ed says “Using all the tools at our government’s disposal... we will dismantle the ICC—brick by brick, if necessary.”
What’s at stake next
The campaign described by the State Department is presented as a “whole-of-government response to systematically disable the ICC’s ability to operate, target American servicemen or officials, or otherwise threaten American sovereignty,” and it includes “increased sanctions” and travel bans for ICC personnel and affiliated organisations.

Sahara Reporters says the initiative is designed to ensure the court is unable to “investigate, prosecute or otherwise target American military personnel and government officials,” while also accusing the ICC of keeping open investigations involving U.S. servicemen and intelligence officers.
Anadolu Ajansı adds that the ICC issued arrest warrants in November 2024 for Israeli Prime Minister Benjamin Netanyahu, former Defense Minister Yoav Gallant and Hamas leader Ibrahim al-Masri over alleged war crimes and crimes against humanity committed in Gaza.
Le Monde.fr ties the sanctions to the ICC’s Palestine-related proceedings by noting that Guillou presides the chamber préliminaire charged with the “dossier Palestine,” after the ICC’s 21 novembre 2024 warrants for Benyamin Nétanyahou and Yoav Gallant.
