Framework Withdrawal, Pilot Zones
The Trump administration supports a phased IDF withdrawal from southern Lebanon under the Hezbollah disarmament deal, with senior US officials telling The Jerusalem Post that “Israel will redeploy its forces from Lebanese territory in exchange for the disarmament of Hezbollah.”

The officials said implementation began with “pilot zone operations” and “the redeployment by Israeli forces from Zawtar al-Gharbiya,” described as a “direct outcome of last week’s discussions between Israel and Lebanon in Rome.”
In parallel, Shafaq News reported that the Lebanese army advanced its first deployment under the framework agreement and that Israeli forces struck towns in southern Lebanon with artillery fire and drone-launched munitions on Monday.
Shafaq News said artillery fire hit the Ali al-Taher area in Nabatiyeh district and the outskirts of Shebaa, while the Lebanese army continued deployment in Froun, Srifa, and Zawtar al-Gharbiya as pilot zones under the agreement.
The framework, brokered by the United States and signed in Washington on June 26, was described as providing for a gradual Israeli withdrawal from selected areas once Lebanese forces verify removal of non-state armed groups and dismantle their infrastructure.
Aoun, Türk, and Hezbollah
UN human rights chief Volker Türk warned that Israeli actions in Lebanon could amount to war crimes, saying “My office has recorded large-scale violations of international humanitarian law, some possibly amounting to war crimes.”
Türk’s remarks came as Lebanese President Joseph Aoun told Türk that Israel’s continued demolitions and bulldozing risked undermining the framework, quoting Aoun that “Lebanon will not accept the continuation of violations of its provisions.”
The News of Bahrain reported that Aoun told Türk that Israel’s continued destruction of homes and bulldozing of villages represented “a direct violation of human rights and a clear breach of international laws and norms.”
Hezbollah rejected the disarmament premise of the framework, with the same report quoting Hezbollah MP Hussein Hajj Hassan saying, “the enemies of the resistance will not be able to disarm it.”
As the framework entered its initial implementation phase in Zawtar Al-Gharbiyah, Lebanese political and military officials accused Israel of violating the deal, while the UN human rights office was described as documenting incidents that could amount to war crimes.
What’s at Stake Next
The next phase of the framework is tied to continued implementation and verification in the south, with the News of Bahrain saying attention is now focused on the seventh round of direct Lebanese-Israeli negotiations “scheduled to take place in Rome on August 4.”

That same report said the Rome talks are expected to indicate Israel’s willingness to fully implement the framework agreement, including its security arrangements, and complete its withdrawal from Lebanese territory.
L’Orient-Le Jour reported that Aoun condemned Israel’s ongoing demolitions during a Monday meeting with UN High Commissioner for Human Rights Volker Türk, warning that “these destructions risk undermining the implementation of the framework agreement.”
The outlet also said Aoun denounced that “Israel has targeted religious and heritage sites,” adding that such places “are not military sites and do not shelter any armed presence.”
Meanwhile, Anadolu Ajansı reported that Israeli shelling and explosions continued in southern Lebanon despite the US-mediated framework agreement, and it cited official Lebanese figures that Israeli attacks have killed 4,332 people and injured 12,236 others in Lebanon since March 2.
