Reuters reported the measure builds on sanctions imposed against VTB in 2022, when the bank was targeted following Moscow’s full-scale invasion of Ukraine.R

The Treasury Department also described VTB as Russia’s second-largest lender in the Reuters account, while Shafaq News said the designation was made by the Treasury’s Office of Foreign Assets Control as part of a broader campaign to intensify economic pressure on Tehran.R

Shafaq News added that the initiative was launched on Aug. 24 at President Donald Trump’s direction, describing it as an “unprecedented, whole-of-government” campaign aimed at severing Iran’s remaining economic and financial lifelines.

In a statement carried by Reuters, Treasury Secretary Scott Bessent said, “Treasury will not tolerate any support to the regime and will continue to identify, expose, and isolate Iran’s enablers.”R

ABC News reported that Treasury Department spokesperson Tmmy Pigott said, “VTB Bank opened offices in Iran, built banking ties with sanctioned Iranian financial institutions, and worked to move billions of dollars in Iranian assets.”A

ABC News also said VTB was majority state-owned and registered in Saint Petersburg, and that it was first penalized by Treasury’s Office of Foreign Assets Control following Russia’s annexation of Crimea in 2014 and then designated by the US following Moscow’s invasion of Ukraine in 2022.A
