The IDF investigation said Hamas is using the second floor of the hospital's outpatient clinics as an interrogation facility and is torturing and extorting Palestinians brought for interrogation.

The military warned that these actions by Hamas constitute a violation of international law, which prohibits the military use of hospitals, and it added, "Hamas is afraid of losing control of the Strip, and is therefore using hospitals, schools, and other civilian facilities for its own needs."

The IDF also said the hospital had shifted roles since the beginning of the war, serving as administrative offices, then as a cafeteria, later converted into a house of prayer, and now serving as a Hamas interrogation center.

Ceasefire, then bombardment

In southern Lebanon, the Anadolu Ajansı report said the Israeli military continued airstrikes and artillery barrages across southern Lebanon despite a ceasefire deal that ostensibly went into effect in June.

The report said Lebanese National News Agency (NNA) reported Israeli artillery targeting the town of Houla and parts of the Marjayoun district, along with positions near Qabrikha and Tulin, while shelling was also reported in the Saluki and Hujeir valleys.

It also cited former Israeli defense minister Moshe Ya'alon accusing Prime Minister Benjamin Netanyahu of keeping existing war fronts open and seeking to open new ones to preempt an official commission of inquiry.

In the same broader picture of continued hostilities, TRT World said an Israeli fighter aircraft targeted a home in the Al-Deir neighbourhood of Nabatieh Fawqa in southern Lebanon despite an ongoing ceasefire, and it reported that the strike destroyed a home belonging to the Haj Ali family.

Vatican presses for withdrawal

The Le Figaro report said the Vatican voiced its "grave concern" about difficulties in implementing the framework agreement between Israel and Lebanon, with the concern expressed during a meeting between Pope Leo XIV and Lebanese president Joseph Aoun at the Vatican.

Le Figaro reported that Joseph Aoun asked the pope to intensify diplomatic efforts to end Israeli army attacks and secure withdrawal from the south, and it quoted the presidency’s aim to ensure "that Israel respects the terms" of the agreement "by ending its daily attacks, particularly those targeting civilians, infrastructure, and villages in southern Lebanon."

The Noovo Info report said the Vatican stated it has "strong concerns" about the implementation of the framework agreement, and it described the Holy See as praising the signing while expressing concerns about difficulties in putting it into effect.

Noovo Info also said Israeli forces have established in southern Lebanon what they designate as a "security zone," along a roughly 10-kilometer-wide strip along the border, and it added that Joseph Aoun was scheduled to meet Prime Minister Giorgia Meloni to discuss the future of the UN peacekeeping force whose mandate expires at the end of 2026.
