Russia vows escalation

Russia’s Defence Ministry said on Sunday that Russian forces would intensify strikes on targets in Kyiv and other regions of Ukraine following remarks by Ukrainian President Volodymyr Zelenskyy. The ministry said Russian forces would step up attacks on military facilities, defence industry sites and related infrastructure in Kyiv and elsewhere in Ukraine.

Zelenskyy told Reuters in an interview that Ukraine will double down on attacking Russian oil refineries in response to a new policy of airstrikes by Moscow designed to force people to abandon Kyiv and other cities, but will not target civilians. Al Jazeera Net reported that Zelenskiy said Kyiv “will not target civilians” while it intensifies attacks on Russian oil refineries, and it quoted Zelenskiy saying, “We must respond in any way we can in light of our energy sector attacks.”

Bridges and German visit

Major bridges in Ukraine had been the target of Russian strikes over the past four days, with the Pivnichnyi (Northern) Bridge hit for the second day in a row and the Pivdennyi (Southern) Bridge hit multiple times earlier this week. The latest attack came as German Chancellor Friedrich Merz made a visit to Kyiv on Sunday.

Russian forces bombed the Northern Bridge over the Dnieper shortly after Merz’s arrival in Kyiv, and Merz arrived accompanied by Economy Minister Katja Reichert. Merz told those in Kyiv that “Ukraine needs all our support,” pledging continued German support to President Volodymyr Zelenskiy amid Russia intensifying its attacks on Ukrainian cities and energy facilities.

Zelenskiy told Reuters that Ukrainian intelligence obtained documents “proving that Russian President Vladimir Putin issued a new policy to wage broader attacks on civilian targets before winter.” Zelenskiy said the objective of the operation is “to pressure people to leave the capital and various cities,” and the policy is aimed at forcing residents to leave Kyiv and other Ukrainian cities.

Dmitry Medvedev, deputy chairman of the Russian Security Council, listed three conditions he said are necessary for lasting peace, including Ukraine’s neutral and non-nuclear status and recognition of the occupied territories as part of Russia. Medvedev’s warning said that if Ukraine did not agree to those demands, Russia would allegedly try to achieve them by military means, while Russia’s Defence Ministry said its intensified strikes would follow Zelenskiy’s remarks.
