How Rupert Lowe’s “Rape Gang” report was built on a guess, amplified to millions, and turned into a weapon on British streets.
On the evening of 19 June 2026, a man moved through Edinburgh attacking people. Five men were injured. According to accounts of the attack, he was shouting that he was protecting the country from Muslims “raping our young daughters.” The Prime Minister said the suspect appeared to be motivated by anti-Muslim hatred.
Three days earlier, on 16 June, the MP Rupert Lowe had published a 219 page document titled the Rape Gang Inquiry Report. Its headline claim is that at least 250,000 young white girls have been raped by what he now openly calls “Pakistani Muslim rape gangs.” On 8 July, he took that claim to Joe Rogan’s podcast, the most listened to show on earth, and told an audience of millions that women are treated as “meat” in the Islamic faith.
We cannot prove that one man read one report and picked up a weapon, and we will not pretend to. But we can show you precisely what that report says, where its numbers actually come from, and what predictably happens when a fabricated statistic about an entire religion is handed to millions of people as established fact. The man in Edinburgh was not shouting his own invention. He was shouting Rupert Lowe’s thesis, almost word for word.
This is an account of how that thesis was manufactured.
The figure that anchors the entire report is not a finding. It is an extrapolation.
In 2018 and again in 2019, Lord Pearson of Rannoch, a former leader of UKIP, stood up in the House of Lords and asked whether, if you took the Rotherham abuse figures and scaled them across the country, there might be “upwards of 250,000 young white girls raped.” That is the source: a parliamentary remark, repeated until it hardened into a fact.

The result
If 250,000 white girls really had been raped by grooming gangs this century, that would be roughly one in every 33 girls in England. The “one million” version amplified by Elon Musk would mean around one in nine.

The report’s second favourite statistic fares no better. The claim that 87 percent of convicted grooming gang members had “Muslim names” is presented as though it came from court records. It did not. It traces to an anti-Islam author who compiled his own list of convictions, guessed the religion of the men from their names, and counted only those convicted, inside a category (“grooming gang”) that already meant the Asian street type in popular usage. It is one activist’s spreadsheet dressed up as data.
Strip away the numbers and you find the move the entire report depends on. It takes an ethnic finding and relabels it a religious one.
Organised child sexual exploitation did happen in towns across Britain. Children were failed for years by police and councils too frightened of being called racist to act. Baroness Casey’s 2025 national audit, commissioned by the government, found a genuine over representation of men of Pakistani heritage in group based street grooming in specific force areas. We will not insult survivors by pretending any of that away.

That single substitution, from heritage to religion to theological motive, is the beam the whole report rests on, and nothing in its 219 pages earns it.
By examining only group based street grooming, the report makes a narrow subtype of offending look like the face of child abuse in Britain. It is not.

A real, organised and horrific corner of a vast crime. Shine the torch on that corner alone, leave the rest in darkness, and you manufacture the impression that child rape in Britain is a foreign import.
That impression is false, and it is the beating heart of the report.
He took a condemned sermon, or a rapist’s phrase, and passed it to millions as “the Hadiths.”

The record
No hadith likens women to meat. Lowe could not cite one, because none exists.
The actual source
A 2006 Ramadan sermon by Sheikh Taj el-Din al-Hilali, comparing immodestly dressed women to uncovered meat. Condemned by Muslims across Australia at the time. In no hadith collection anywhere.
What Islam actually teaches is the opposite of what Lowe described. It categorically forbids rape, sex outside marriage, intoxicants and the harming of children, and the Qur’an explicitly forbids compulsion in religion. Men who broke every one of these rules are no more evidence against Islam than the thousands of abuse cases IICSA documented inside the Church of England and the Catholic Church are evidence against Christianity. Nobody put Christianity on trial for those crimes. That asymmetry is the entire game.

Anti-Muslim hatred in Britain is at record levels. The monitoring group Tell MAMA recorded 6,313 cases in 2024, the highest in its history and an increase of 165 percent over two years. After the Southport murders, a single false claim that the killer was a Muslim migrant sent mobs to attack and burn mosques.

Lowe has realised that if the target is Muslims, he can say almost anything without consequence. A claim that would be laughed out of any courtroom or peer reviewed journal travels the world unchecked, and the cost is paid on the street. The task is not to silence him, which is the martyrdom his operation is designed to harvest, but to make the record permanent and unavoidable.
