Times of Israel, on West Bank, 23 October 2026

The Times of Israel names the two Palestinians killed and attributes the army's claim about a planned larger attack, but it never once calls the West Bank occupied, although the ICJ has ruled the occupation unlawful. It passes on Smotrich's order to destroy "illegal Arab structures" with no word about Palestinian building permits in Area C, and it reports the army's raid on Hebron without the Palestinian man shot during it, which Haaretz reported the same day. It also calls a lockdown of the whole West Bank and Gaza during Israeli elections "a security measure" and labels Hamas a "terror group" in its own voice.

What we found

  1. Hedges the documented record

    Serious

“near the southern West Bank city of Hebron”

    What the words do
Sets the shooting, the army checkpoint, the raid, the demolitions and the city-wide closure in a "West Bank" with no legal status attached. The words occupied, occupation and unlawful appear nowhere in the article.
What a reader comes away believing
That Hebron sits in ordinary territory where an Israeli army checkpoint, a lockdown and a demolition order are routine policing.
    What is actually the case
The International Court of Justice found in July 2024 that Israel's occupation of the West Bank and East Jerusalem is unlawful, and other outlets reporting the same shooting wrote "the occupied West Bank" without qualification.

    How we know

    Show it in the article

    Written straight

Two Palestinian gunmen opened fire at an Israeli army checkpoint outside Hebron in the occupied West Bank, where the International Court of Justice has ruled Israel's occupation unlawful.

  2. Leaves out what changes the picture

    Serious

“a large swath of illegal Arab structures in the proximity of the scene of the attack”

    What the words do
Reproduces Smotrich's order and his word "illegal" for Palestinian buildings with nothing beside it. The article never says these are Palestinian homes, never says who lives in them, and never says that Palestinians in Area C are almost never granted a building permit.
What a reader comes away believing
That a minister has ordered the removal of unlawful buildings, and that the buildings' illegality is a plain fact.
    What is actually the case
The article itself checks Ben Gvir's claim one paragraph earlier but offers nothing at all against a mass demolition order aimed at people near the scene rather than anyone accused of the shooting. Under international law it is Israel's settlements in the occupied West Bank that are illegal.

    How we know

    • Elsewhere in the article“There was no indication of any PA involvement”
    • On the recordThe International Court of Justice's July 2024 advisory opinion found Israel's settlements in the West Bank and East Jerusalem illegal under international law.icj-cij.org (opens in a new tab)

    Show it in the article

    “amid plans to demolish them”

    What the words do
Reports the planned destruction of the two men's homes as a line of army business, without saying that the families living in those homes are not accused of anything.
What a reader comes away believing
That demolishing the houses is part of investigating the attack.
    What is actually the case
The article gives no indication that anyone in those homes took part, and the same day a minister ordered the immediate destruction of further Palestinian buildings near the scene, which the article reports without challenge.

    How we know

    • Elsewhere in the article“given an instruction to destroy, immediately”

  3. Leaves out what changes the picture

    Serious

“the IDF said it launched a raid in the Hebron area”

    What the words do
Reports the raid only as an army announcement and then moves to quotes from the chief of staff and the prime minister. Nothing follows about what the raid did to anyone in Hebron.
What a reader comes away believing
That the raid produced arrests and searches and no casualties.
    What is actually the case
Haaretz reported the same morning that as Israeli forces raided Hebron and nearby villages, the Red Crescent said a Palestinian man was shot in the city of Dura and was being treated for his wounds.

    How we know

    Show it in the article

    Written straight

Israeli occupation forces raided Hebron and nearby villages after the shooting; during those raids a Palestinian man was shot in Dura and was being treated for his wounds, the Red Crescent said.

  4. Uses the occupation's words

    Minor

“as a security measure amid the national elections”

    What the words do
In the outlet's own voice calls the sealing of the entire West Bank and Gaza during an Israeli election "a security measure", with no word for what it does to the people confined by it.
What a reader comes away believing
That shutting in millions of Palestinians while Israelis vote is a normal administrative precaution.
    What is actually the case
Reporting the same orders, Anadolu described Israeli forces closing all entrances to Hebron with iron gates and blocking towns with earth mounds, placing the city under siege and preventing movement between communities.

    How we know

    Show it in the article

  5. Uses a loaded word

    Minor

    “The Hamas terror group”

    What the words do
Attaches the label "terror group" in the outlet's own voice, not as anyone's attributed description, while reporting only that Hamas praised the shooting and did not claim it.
What a reader comes away believing
That the label is a neutral description the article has established.
    What is actually the case
The article offers no basis for the label in this story and records that Hamas did not claim responsibility for the attack.

    How we know

    • Elsewhere in the article“did not claim responsibility for it”

    Show it in the article

  6. Leaves out what changes the picture

    Minor

    What is missing

The article says Hebron and nearby villages were placed under "full closure" without saying that Hebron is the largest Palestinian city in the West Bank with about 250,000 residents, so the reader has no idea how many people the closure confines or that the entrances were sealed with iron gates and earth mounds.

5 injured, 2 critically, in West Bank shooting; IDF believes gunmen planned larger attack

Two Palestinian gunmen opened fire at a military checkpoint on Friday, wounding five people in a gunfight that lasted for more than 20 minutes before soldiers killed both attackers. After conducting a preliminary probe, the Israel Defense Forces said it believed the gunmen were planning to carry out a larger attack against Israeli civilians on Route 35, but realized they would not be able to reach the highway and decided to open fire at the temporary checkpoint instead. They were identified as Mohammad Jaaba and Firas Jaaba, 27-year-old Hebron residents. They were members of the same family, though as of late Friday morning their exact relationship remained unclear. It was also not clear if they were working alone or with a larger network. — which has a strong presence in Hebron — called the shooting “heroic,” but did not claim responsibility for it.
