The double standard

Israel's rejections of aid are attributed to a named institutional actor with a stated rationale, while the deaths and destruction are reported without naming Israel as the agent, creating an asymmetry in how responsibility is assigned.

How it builds, in Aid groups say more shelter materials needed

  1. No actor named: who damaged the buildings?

heavily damaged during the Israel-Hamas war

Agentless phrase; destruction attributed to an abstracted war, not to either party

  2. Death figure attributed to Hamas-labelled source

The Hamas-run Gaza Health Ministry said 21 people were killed in the collapse in Gaza City on Wednesday.

Figure is attributed but the source is immediately qualified with a political tag ('Hamas-run'), casting doubt on reliability

  3. Risk figure attributed to Palestinian ministry, no qualifier

More than 2,000 additional buildings were at risk of collapse, the Palestinian Ministry of Public Works said in a statement on Wednesday.

Figure attributed to a Palestinian government body with no political qualifier, unlike the Health Ministry treatment

  4. Israel's reluctance named but softened with 'largely'

Israel, which has been largely reluctant to allow such efforts before Hamas disarms.

Israel named as actor but its position is hedged and contextualised with a stated condition

  5. Israel named as actor rejecting aid, with its rationale given

aid groups recently reiterated calls for Israel to allow more shelter and reconstruction materials into Gaza, saying Israel had twice rejected the entry of timber and emergency shelter kits in late August and early September for security reasons.

Israel named directly as the rejecting actor; its stated rationale ('security reasons') is included in the same sentence

  6. Israeli non-response noted but COGAT fully identified

COGAT, the Israeli Defense Ministry body that oversees aid distribution in Gaza, did not respond to questions about denying the entry of timber or shelter kits over the past month.

The Israeli body is named and its institutional role explained even in the context of non-response

The same decision, both sides

Whether a political qualifier is attached to the source of a casualty or damage figure

The Gaza Health Ministry is labelled 'Hamas-run' when reporting the death toll, signalling to the reader that the figure may be partisan.

The Hamas-run Gaza Health Ministry said 21 people were killed in the collapse in Gaza City on Wednesday.

The Palestinian Ministry of Public Works is cited for a damage figure with no equivalent political qualifier.

More than 2,000 additional buildings were at risk of collapse, the Palestinian Ministry of Public Works said in a statement on Wednesday.

Whether the actor responsible for destruction is named in the sentence

The destruction of Gaza's housing stock is described without naming Israel as the agent, using a war-framing that diffuses responsibility.

heavily damaged during the Israel-Hamas war

Israel is named directly and specifically as the actor when it comes to blocking reconstruction materials.

Israel had twice rejected the entry of timber and emergency shelter kits in late August and early September for security reasons.

What a reader is left with. A reader is left with a clear picture of Israel as a named, rationale-equipped actor blocking reconstruction, while the far larger destruction of Gaza's housing stock is absorbed as an impersonal consequence of a war, with no equivalent naming of who caused it.

Fatal building collapse highlights dangers plaguing Gaza nearly a year after ceasefire

DEIR AL-BALAH, Gaza Strip (AP) — The deadly collapse of a multistory building in Gaza has drawn new attention to the hardships facing Palestinians nearly a year after an October 2025 ceasefire between Israel and Hamas promised to kickstart reconstruction. But as talks faltered, plans for rebuilding have also stalled. Many residents have since moved back into some of the hundreds of thousands of homes damaged by the war, despite the risk of weakened foundations and unstable walls suddenly giving way. The Hamas-run Gaza Health Ministry said 21 people were killed in the collapse in Gaza City on Wednesday. Um Mohammad Adas, whose relatives were among the dead, said the fallen building had become a shelter of last resort. “Now, they are lying in the street homeless and with absolutely nothing,” she said of her family members who survived the collapse. “Even the clothes they are wearing were borrowed.” Families living in similar structures said they couldn’t afford any other shelter. I mean, there are no tents, no basic necessities,” Alam Zakout said outside the damaged building where he and his family live. “Come on, you tell me, where am I supposed to go? I have nothing other than this house.” Advertisement Palestinian civil defense crews search for bodies and survivors in the rubble of a collapsed building that housed displaced Palestinians and was heavily damaged during the Israel-Hamas war, in Gaza City, September 16, 2026. (AP/Jehad Alshrafi) The collapse this week wasn’t the first involving unsafe dwellings in Gaza, but the high death toll underscored the dangers in a territory where the vast majority of the population lacks adequate shelter. The UN Office for the Coordination of Humanitarian Affairs said that during the first week of September, there were collapses at five shelters, a category that can include standalone homes or units in larger buildings. More than 2,000 additional buildings were at risk of collapse, the Palestinian Ministry of Public Works said in a statement on Wednesday. Dangers in Gaza persist without reconstruction The Palestinian technocratic government tasked with replacing Hamas in Gaza has crafted 71 projects for rehabilitating the enclave and aims to implement them in its first six months. Almost all of the plans, however, require significant cooperation from Israel, which has been largely reluctant to allow such efforts before Hamas disarms. More than one million people live in unsafe displacement sites, according to a joint damage assessment released in April by the World Bank and United Nations. Many are crowded into sprawling tent camps lacking basic sanitation. The assessment said 76 percent of residential units had been damaged or destroyed, calling the loss of the enclave’s housing stock “catastrophic.” Advertisement “People are choosing to stay in dangerous buildings because the idea of living in a tent is worse, and there are very few tent supplies available if they want to leave those buildings,” said Shaina Low, a Norwegian Refugee Council spokesperson. “No tent supplies are getting into Gaza. People are willing to risk it because there isn’t a suitable alternative.” Displaced Palestinians shelter inside a building heavily damaged during the Israel-Hamas war in Gaza City, September 17, 2026. (AP/Jehad Alshrafi) The council is among the aid groups that have long warned about Gaza’s shelter crisis. Nearly three years of war have damaged more than 320,000 homes, affecting 1.7 million of the territory’s more than 2 million people, according to a report published last month. The council’s surveys found 72% are staying in buildings that have sustained some damage. In one Gaza City neighborhood sampled, 22% of buildings were at risk of imminent collapse. The buildings can be dangerous at any time, but engineers and humanitarian groups warn they are especially at risk of collapse during bouts of bad weather, when rain can flood through cracked concrete and exposed rebar, further weakening already damaged structures. The report found 71% of those surveyed had experienced flooding since the start of the previous winter, both in tents and buildings. Aid groups say more shelter materials needed The Norwegian Refugee Council and other aid groups recently reiterated calls for Israel to allow more shelter and reconstruction materials into Gaza, saying Israel had twice rejected the entry of timber and emergency shelter kits in late August and early September for security reasons. They have called for timber, emergency shelter kits, excavators and other equipment needed to clear dangerous debris. Israel has long restricted the entry of materials it considers “dual use,” saying they could be commandeered and used as weapons by terror groups including Hamas, which controls part of Gaza and the vast majority of its population. COGAT, the Israeli Defense Ministry body that oversees aid distribution in Gaza, did not respond to questions about denying the entry of timber or shelter kits over the past month.
