A war-damaged seven-storey residential building collapsed in Gaza City overnight, killing at least 16 Palestinians, including five children, and injuring 14 others, according to the Palestinian Civil Defence.

Gaza civil defence director Raed Al-Dahshan said, “We are still hearing voices from under the rubble, so there is still hope to find people,” while Alessandro Mrakic, head of the UN Development Programme’s Gaza office, said rescuers were digging “with their bare hands” due to a lack of proper machinery.
Equipment shortages and blame
Al Jazeera said Mahmoud Basal, a Gaza civil defence spokesperson, told the channel that it was “extremely difficult to reach people because rescue teams lack the appropriate equipment,” as local media reported the building had been cracked by an earlier Israeli bombing.A
The Government Media Office in Gaza said the collapsed building, “had been directly targeted during the genocidal war, weakening its structural integrity and ultimately causing its collapse,” while the same report described Israel’s restrictions on construction materials and heavy equipment.
CBS News said the building housing displaced Palestinian families collapsed on Wednesday morning, killing at least 14 people and leaving at least 15 others injured, with Zaher al-Wahidi of the Gaza Health Ministry citing that the 14 dead included 12 women and children.C
In a separate account, EFE via HolaNews put the death toll at least 20 and said around 60 were missing, citing Al Shifa hospital and the Gaza Ministry of Health.

AAPNews reported that Dahshan warned residents to stay away from wrecked buildings due to the risk of collapse, and said the local rescue service estimates about 2000 damaged buildings are inhabited by families.

Mrakic said, “We need to prepare (for more deaths),” adding that there are “approximately 400 buildings at risk of collapse,” and that the situation is expected to worsen with the upcoming winter.
Al Jazeera quoted Yahya Al Sarraj, the mayor of Gaza city, saying the municipality and civil defence were “paralysed,” and warned, “This is not the first collapse of a building and we fear that it may not be the last one.”A
