Iran censures UN Security Council double standard on nuclear inspections

Tap a highlight to see why it matters.4 findings

Iran’s representative to the United Nations has censured Western members of the UN Security Council for their silence over US-Israeli aggression against Iran, questioning their focus on the absence of nuclear inspectors in Iran while Israel remains outside the International Atomic Energy Agency’s safeguards system.

He made the remarks while addressing a UNSC meeting on Tuesday that was pushed by Western states after the Board of Governors of the International Atomic Energy Agency (IAEA) voted to refer Tehran’s nuclear dossier to the council.

At the same meeting, IAEA chief Rafael Grossi said inspectors left Iran in June 2025 for safety reasons after military attacks. He also said Iran has not given the access needed to verify previously declared nuclear material, including 440kg of highly enriched uranium. The article presents the Western focus on inspections only through Darzi's charge of double standards. Without Grossi's account, a reader believes the inspection issue has no basis beyond hypocrisy.

How we know

Gholamhossein Darzi said Israel was estimated to possess around 200 nuclear warheads while remaining outside the IAEA safeguards regime.

Darzi also pointed to Israel’s secret programs to develop various weapons of mass destruction and its non-membership in disarmament conventions, questioning certain Western Security Council members for fixating on inspections in Iran.

The Iranian diplomat also condemned the Council’s response to attacks on Iran’s nuclear facilities and related infrastructure, warning that repeated strikes near the operational Bushehr Nuclear Power Plant “create a grave risk of radiation release with potentially devastating consequences.”

“What then has been the Security Council’s response to these grave violations? It has been silence,” he said.

“Silence in the face of aggression. Silence in the face of threats of mass destruction. Silence in the face of threats against civilian infrastructure. And silence in the face of attacks on peaceful nuclear facilities.”

Darzi said those responsible for the attacks should be held accountable rather than shielded by political considerations. He slammed Western Security Council members for directing allegations at Iran instead of addressing the actions of the United States and Israel.

Darzi also questioned the legal basis for convening the meeting, saying UN Security Council Resolution 2231 expired on October 18, 2025, terminating the Council’s consideration of Iran’s nuclear issue under the resolution.

He said the resolution had ceased to have legal effect or an operative mandate from that date. “There is therefore no basis whatsoever for convening this meeting under the agenda item, non-proliferation,” Darzi said.

Left out here: Gives a contested claim the last word

Darzi's claim that there was no legal basis for the meeting stands alone. The article does not say the Council voted 11 to 2, with two abstentions, to adopt the agenda. A reader may believe the meeting proceeded without the Council's agreement.

How we know

He criticized the Security Council for its failure to respond to attacks against Iran, saying the aggression by the United States and Israel, both possessors of nuclear weapons, had been met with “appalling indifference and inexcusable inaction.”

“The principal aggressor is itself a permanent member of this Council,” he said, slamming Washington for betraying diplomacy by resorting to military aggression against Iran twice amid diplomatic negotiations.

Iran has also maintained a tight grip on the Strait of Hormuz since the early days of the .

In July, the United States conducted waves of deadly air raids on Iran and imposed a naval blockade of the country with the Islamic Republic, signed on June 17, to end the war.

In response, the Iranian Armed Forces launched across West Asia and declared the Strait of Hormuz closed to all traffic.

Press TV reports Iran's UN envoy's speech fairly in its quoted passages, then closes with a section in its own voice that states contested claims as fact. It calls the 2025 war 'criminal', says the US breached the Islamabad MoU and says Iran's operations forced the ceasefires, all with no source. It also omits the IAEA chief's account at the same meeting and the Council's vote to adopt the agenda, which were smaller gaps.

  1. States one side's claim as fact

    Serious

“waged their first criminal war against Iran”

    Why this matters
Press TV calls the June 2025 war 'criminal' in its own narration, with no source attached.
    The impression it gives
That a legal verdict of criminality is an established fact, not Iran's position.
    The context
No court or body is cited. Up to S18 the article attributes such charges to Darzi. Here the outlet adopts the charge as its own.

    Show it in the article

“Their second aggression began on February 28, 2026”

    Why this matters
Press TV labels the second war 'aggression' in its own voice, after quoting Darzi using the same word.
    The impression it gives
That the outlet has independently established the legal character of the 2026 war.
    The context
'Aggression' is Darzi's characterisation in S17 and S18. The outlet repeats it as narration without attribution.

    How we know

    • Elsewhere in the article“saying the aggression by the United States and Israel”

    Show it in the article

“Iran’s resistance and decisive retaliatory operations forced the aggressors to accept a ceasefire”

    Why this matters
Press TV asserts as fact that Iranian military operations caused both ceasefires.
    The impression it gives
That it is settled that Iran's strikes compelled the US and Israel to stop.
    The context
This is a causal claim about why the wars ended. The article gives no source, and no other account of why the ceasefires came about.

“in violation of the Islamabad Memorandum of Understanding (MoU)”

    Why this matters
Press TV states in its own voice that the US raids and blockade breached the MoU.
    The impression it gives
That the breach is an established fact.
    The context
No party, text of the MoU or ruling is cited. It is presented as the outlet's own finding.

  2. Uses a loaded word

    Minor

    “second imposed war”

    Why this matters
Press TV uses Tehran's official term 'imposed war' as its own description.
    The impression it gives
That the outlet's narration is neutral when it uses a party's term.
    The context
'Imposed war' is a state-framed label. It belongs in attribution, not narration.

“devastating strikes against strategic American targets”

    Why this matters
Press TV describes Iran's strikes in celebratory terms and gives no detail of what was hit or who was harmed.
    The impression it gives
That the strikes hit only legitimate strategic targets, and that their effect was decisive.
    The context
The article names no targets and no damage. The adjectives carry a verdict the facts given do not support.
