Hebron municipality: Some 5,000 residents in city

Tap a highlight to see why it matters.6 findings

The Hebron municipality said on Wednesday that the Israel Defense Forces was continuing its operation in the city for a sixth consecutive day, following Friday’s shooting attack at the entrance to Hebron in which Palestinian gunmen killed two IDF soldiers. According to a statement by the municipality cited by the Palestinian news agency WAFA, some 780 families, comprising around 5,000 people, have either been evacuated from their homes or remain trapped inside them due to the operation, which includes house searches and the closure of neighborhoods across the city.

Left out here: Leaves out what changes the picture

The article describes the operation only as house searches and closures. It leaves out that the UN rights chief said the operation had demolished homes and commercial property and raised concerns of ethnic cleansing, and that Oxfam reported the destruction of factories, workshops and businesses. Without this, a reader believes the operation is a search for weapons, not the destruction of property and the forced removal of residents.

How we know

The military said Wednesday its operation in Hebron was continuing, despite reports that the IDF told Israel’s political leadership days ago that the objectives there have been met. The army said troops and Border Police officers found an M16 assault rifle during the recent scans in Hebron, bringing the total to three firearms found in the raid that began six days ago. In other villages in the Hebron area, Border Police officers apprehended six wanted Palestinians overnight, including suspected Hamas operatives, who are allegedly involved in terror activity, according to the IDF and police.

According to IDF assessments, some 2,000 residents of the area are members of the Jaaba clan, which the military said is affiliated with Hamas. The IDF said that troops were dispatched to the area following a report that an Israeli civilian had been assaulted, and that . “Upon arrival, the troops acted to remove the suspects involved in the assault. After they refused to leave for an extended period and physically resisted the troops, a closed military zone order was issued to disperse the gathering.

Two Palestinians were arrested. The suspects continued to resist the troops during their arrest. The use of violence is unacceptable. Another eight members of the security forces were killed in clashes during raids in Palestinian cities in the West Bank. The Times of Israel reports a settler arson in Umm Safa with the settlers taken out of its own sentence, even though the tweet it embeds names them. It sources the Palestinian toll to the PA health ministry and lets the army recast the dead as gunmen and terrorists, while it states the Israeli toll as fact. It also softens the Hebron operation with the word 'impacted' in the headline and gives the army most of the space in the account of the father and son's arrest.

  1. Hides who did it

    Severe

“three vehicles were set on fire in the early morning hours of Tuesday in Umm Safa”

    Why this matters
The words 'were set on fire' give the arson no actor. Nobody burns the cars in this sentence.
    The impression it gives
A reader learns that cars burned in a Palestinian village but not who burned them. It could have been an accident or anyone at all.
    The context
The tweet the outlet embeds straight after this sentence says settler militias attacked Umm Safa and burned several vehicles. The article had the actor and left it out of its own sentence.

    How we know

    • Elsewhere in the article“مليشيات المستوطنين تهاجم قرية أم صفا”

    Show it in the article

    Written straight

Palestinian media reported that settlers attacked Umm Safa, near Ramallah, early on Tuesday and set three vehicles on fire.

  2. Doubts one side's dead and not the other's

    Serious

“according to the PA health ministry”

    Why this matters
The outlet hangs the count of Palestinians killed in the West Bank on the PA health ministry.
    The impression it gives
A reader treats the Palestinian toll as one party's figure that may not hold.
    The context
Two sentences later the outlet states the Israeli toll in its own voice with no source at all. It does not hold the two counts to the same standard.

    How we know

    • Elsewhere in the article“69 civilians and Israeli security personnel have been killed”

    Show it in the article

“The IDF says the vast majority of them were gunmen killed in exchanges of fire, rioters who clashed with troops, or terrorists carrying out attacks.”

    Why this matters
Straight after the Palestinian toll, the outlet gives the army the last word to recast most of the dead as gunmen, rioters and terrorists, with nothing set against it.
    The impression it gives
A reader concludes that most of the 1,100 Palestinians killed brought it on themselves.
    The context
The Israeli dead get no such qualifier and no party's recharacterisation. In the same article the outlet reports settler attacks soaring and settlers rarely prosecuted, yet the army's label on the dead stands unchallenged.

    How we know

    • Elsewhere in the article“Arrests and prosecutions of Israeli settlers are rare”
    • Elsewhere in the article“a major surge in attacks by settler extremists on Palestinians”

    Show it in the article

“69 civilians and Israeli security personnel have been killed in terror attacks in Israel and the West Bank”

    Why this matters
The outlet states the Israeli toll as plain fact and calls the incidents 'terror attacks' in its own voice, with no source named.
    The impression it gives
A reader takes the Israeli figure and its description as settled, and the Palestinian figure as a claim.
    The context
The same paragraph sources the Palestinian toll to a ministry and then disputes it through the army. Only the Palestinian dead are doubted.

    How we know

    • Elsewhere in the article“according to the PA health ministry”

  3. Tells the event as something else

    Minor

    “still impacted by IDF operation”

    Why this matters
The headline says 5,000 people are 'impacted', a vague word that covers anything from a road closure to losing a home.
    The impression it gives
A reader of the headline thinks residents face some disruption from a military operation.
    The context
The body and other reports describe people forced from their homes or trapped inside them, and the UN warned of ethnic cleansing. The headline turns a mass expulsion into an inconvenience.

    How we know

    Show it in the article

  4. Hedges the documented record

    Minor

“the northern exit to the West Bank city”

    Why this matters
The outlet calls Hebron simply 'the West Bank city'. In English it never uses the word occupied anywhere in the article.
    The impression it gives
A reader is told about an army operation in a city with no sign that the army is an occupying force in territory it holds unlawfully.
    The context
The ICJ has found the occupation of the West Bank unlawful. Other outlets covering this operation call Hebron the occupied West Bank city. That is the legal frame for troops expelling residents from their homes.

    How we know

    Show it in the article

  5. One side gets the space

    Minor

“the Palestinian suspects resisted the forces”

    Why this matters
After one clause of the Palestinian account, the outlet gives the army six sentences and a long quote in which the father and son become 'suspects' who resisted.
    The impression it gives
A reader comes away with the army's version, an assault by Palestinians on an Israeli civilian, as the main story.
    The context
The Palestinian account, also embedded in the article, says IOF beat and arrested a father and son after settlers attacked their home. That version gets a single clause.

    How we know

    • Elsewhere in the article“after settlers attacked their home”

    Show it in the article

  6. Leaves out what changes the picture

    Minor

    What is missing

The article describes the operation only as house searches and closures. It leaves out that the UN rights chief said the operation had demolished homes and commercial property and raised concerns of ethnic cleansing, and that Oxfam reported the destruction of factories, workshops and businesses. Without this, a reader believes the operation is a search for weapons, not the destruction of property and the forced removal of residents.
