Ratcliffe in Moscow
CIA Director John Ratcliffe traveled to Moscow for unannounced meetings with Russian officials, with CBS News reporting he arrived in the Russian capital earlier on Tuesday and that neither Washington nor Moscow confirmed the nature of the visit or who he was due to meet.

Flight tracking data cited by BBC News showed a large US military aircraft traveling to Russia from the US via Latvia on Tuesday, with the C-17 transport plane approaching Moscow's Vnukovo international airport and departing later on Tuesday.
Reuters reported that Ratcliffe traveled to Moscow on Tuesday for meetings with Russian officials, citing US media outlets, and said the CIA declined to comment while Kremlin spokesman Dmitry Peskov told Reuters that President Vladimir Putin did not plan to have a meeting with Ratcliffe.
CNN said a US official familiar with his travel told the network Ratcliffe traveled to Moscow overnight to meet with Russian officials, and that the official declined to share the substance of the meetings or the topics set to be discussed.
Strikes paused, talks stalled
Ahead of Ratcliffe's trip, the US asked Ukraine to suspend strikes until the delegation's departure, with BBC News citing a senior Ukrainian official who told CBS that a senior delegation would be traveling to Moscow.
CNN reported that the US asked Ukraine to halt drone and missile strikes in Moscow and other cities in the north of Russia ahead of Ratcliffe’s trip, and said the request was for Monday through Wednesday of this week.
CBS News said Ratcliffe’s visit came as US intelligence assessments indicated that Putin's risk calculus may be shifting, with the Russian leader potentially increasingly willing to authorize provocative actions against NATO members.
The BBC also framed the trip as potentially focused on "escalation management" given speculation recent drone activity in Germany could be linked to Russia, quoting John Foreman of Radio 4's PM programme saying: "The Americans don't normally send such a high ranking official to Moscow unannounced at short notice unless something is up."
Detainees and wider risks
Multiple outlets tied the trip to detainee and prisoner-exchange work, with CBS News saying the CIA played a role in the April 2025 release of Ksenia Karelina and in a 2024 prisoner exchange that secured the release of Wall Street Journal reporter Evan Gershkovich and Marine veteran Paul Whelan.

BBC News noted that Ratcliffe played a role in negotiations for the release of Russian-American citizen Ksenia Karelina, who was jailed in Russia for over a year after being accused of providing support to Ukraine.
El Mundo reported that the CIA chief’s visit came as Western skies were closed to Russia since 2022 and said the aircraft radar image of a U.S. Air Force C-17A Globemaster III entering Russian airspace from Latvia drew attention on Tuesday.
El Mundo also quoted Beth Sanner, former deputy director of U.S. National Intelligence, warning: “We know what he is planning to do, and it would be wise for him not to do it.”
