Germany Charges Seven Suspected Hamas Members Over Berlin-Vienna Attack Plot

German federal prosecutors charged seven suspected Hamas members over an alleged plot to carry out a deadly attack on Israeli or Jewish targets in Germany or Austria, with prosecutors saying the plan became concrete by July 2025 and was intended to take place on the second anniversary of the October 7, 2023 Hamas attacks on Israel.

DW reported that the men were accused of helping procure weapons, membership in a foreign terrorist organization, and taking part in preparations for act of violence endangering the state, and that investigators believe the suspects were already pursuing a concrete attack plan.

Prosecutors said that by the time three suspects were arrested in Berlin on October 1, 2025, the group had obtained one functioning fully automatic rifle, 13 functioning handguns, and more than 700 rounds of ammunition, and that part of the arsenal was allegedly moved to Vienna and stored there by another suspect prosecuted separately.

The indictment described the intended targets as Israeli representatives, Jews and people regarded as pro-Israel, and it said one suspect recorded a video claiming responsibility in advance and announcing the planned attack in the name of Hamas.

The case also centers on an alleged intelligence-source role, with POLITICO reporting that one of the accused was working as a confidential informant for Germany’s domestic intelligence agency and that the files show the informant continued reporting to his intelligence handler while allegedly failing to disclose the full extent of his own involvement in obtaining ammunition for the group.

POLITICO said the indictment portrays the plot as part of a broader shift in Hamas’ operations in Europe, alleging that intelligence assessments cited in the filing say plans existed even before the Oct. 7, 2023 attack to establish and train operational cells on the continent.

In parallel, Ynetnews described German prosecutors’ allegations that Hamas’ military wing, the Izz ad-Din al-Qassam Brigades, began establishing weapons stockpiles in Europe before a concrete attack plan began taking shape in July 2025, and that the alleged attack was intended to take place around the second anniversary of the October 7, 2023 massacre in Israel.

Ynetnews further said investigators traced the network’s weapons to a cache in Vienna and described a Lebanon-born Berlin resident, Mohammad S., as a source for the Federal Office for the Protection of the Constitution, or BfV, while also being suspected of supplying ammunition to members of the alleged Hamas network.

Prosecutors said the planned attacks were to target Israeli diplomats, Jewish community centers and pro-Israel demonstrations, and POLITICO reported that the attacks were to take place simultaneously or in close succession around Oct. 7, 2025 in Berlin and Vienna.

DW said the seven men were arrested in Germany and abroad over recent months and remain in pre-trial detention, and it added that three suspects were additionally accused of violating Germany’s War Weapons Control Act.

POLITICO reported that the plot began to unravel on Oct. 1, 2025 when German authorities arrested three suspects in Berlin during the handover of a cache of weapons, and it said investigators seized a fully automatic Crvena Zastava assault rifle, eight Glock 26 pistols and more than 600 rounds of ammunition in Berlin’s Moabit district.

The indictment also described a second coordinated weapons channel, with POLITICO saying one supplied the Berlin arsenal while the other moved five handguns and ammunition from Copenhagen through Berlin to Vienna, where they were stored in a rented unit together with clothing and other equipment.
