TRT World reported that Hamas political bureau chief Khalil al-Hayya headed to Cairo for Gaza ceasefire talks on his first visit to Egypt since assuming the leadership of the movement, and said the delegation will meet Hassan Rashad to discuss issues and developments related to the Palestinian issue.

The TRT World account said the delegation also includes Hamas Shura Council chief Mohammed Darwish, head of the movement abroad Khaled Meshaal, Hamas chief in the occupied West Bank Zaher Jabarin, and head of the Arab and Islamic Relations Office Basem Naim.

In the same reporting stream, Anadolu Ajansı said the delegation’s discussions are aimed at stabilizing the ceasefire agreement in Gaza, with a source in Hamas telling Anadolu that the delegation would meet Hassan Rushad to discuss files and developments related to the Palestinian issue.

Disputes over phase two

The talks come amid disputes over executing phase two of the ceasefire agreement, with TRT World saying Israeli authorities announced their rejection of the 15-point plan approved by the "Peace Council," conditioning any military withdrawal from Gaza on the "genuine" disarmament of Hamas.

TRT World also said Hamas reaffirmed its commitment to the agreed roadmap, while Egypt stressed the necessity of implementing all provisions, led by an Israeli withdrawal and humanitarian aid access.

In the same TRT World account, Israel continues daily violations of the ceasefire in effect since October 2025, resulting in 1,258 Palestinians killed and 4,139 wounded.

The Times of Israel described an IDF tank struck by a Hamas explosive device in the southern Gaza Strip during operations of the Givati Brigade near the “Yellow Line,” and said the incident was decried as a violation of the ceasefire in the enclave.

The Times of Israel added that the IDF views the incident “gravely,” indicating it intends to respond, while also describing a separate incident in which soldiers of the Paratroopers Brigade opened fire and killed two terror operatives after they crossed the Yellow Line “in an attempt to sabotage weapons belonging to IDF troops.”

Roadmap and next steps

Beyond the immediate Cairo meetings, the reporting frames the delegation’s discussions around a roadmap that calls for disarming Hamas and an Israeli withdrawal in parallel, with TRT World describing the ceasefire implementation disputes and the priorities Hamas lists for securing a complete ceasefire.

Anadolu Ajansı said the roadmap titled “Roadmap for Completing the Implementation of the Comprehensive Peace Plan for Gaza proposed by U.S. President Donald Trump” calls for disarming Hamas and an Israeli withdrawal gradually and in parallel, and also includes transferring the management of the Strip to a technocratic Palestinian committee.

Anadolu Ajansı reported that Israeli Prime Minister Benjamin Netanyahu announced on August 9 that Tel Aviv rejected the 15-point plan approved by the Peace Council and Hamas, insisting on the condition of Hamas’s disarmament before any Israeli withdrawal from the Strip.

The Anadolu account also said Hamas reaffirmed its commitment to implementing the roadmap and urged mediators to ensure all parties comply with what has been agreed and to prevent violations that could derail the implementation path or undermine the ceasefire.

In the same Anadolu reporting, the ceasefire context is tied to the scale of the war, with Anadolu stating that the genocide started by Israel on October 8, 2023 left more than 73,000 dead, over 174,000 injured, and massive destruction affecting 90 percent of civilian infrastructure, with UN-estimated reconstruction costs of about $70 billion.
