LAPTOP targets TRUMP holders
Hunter Biden plans to launch the memecoin $LAPTOP on Base on September 9, with the project tied to the laptop controversy that has been subject to intense media scrutiny.
“Hunter Biden posted the memecoin’s ticker symbol, $LAPTOP, signaling a Wednesday launch.”
The Wall Street Journal reported that Biden would send 20% of the one-billion token supply to substack subscribers, members of a mailing list and investors in President Donald Trump’s memecoin, Official Trump (TRUMP).

The tokenomics described across outlets include a total supply of 1 billion tokens, with founders holding 30% of the supply and a burn mechanism that could destroy up to 30% of the memecoins depending on preset outcomes.
One of those outcomes is a Democrat winning the presidency in 2028, which would add a political condition to the token’s event-driven design.
X post and token mechanics
Hunter Biden confirmed the planned launch through an X post that said, “$LAPTOP. September 9,” and the same reporting described the token as a direct, satirical reference to the laptop controversy.
The proposed distribution is described as an airdrop aimed at wallets that lost money trading TRUMP, alongside eligibility for subscribers to Biden’s Substack and recipients on a mailing list curated by video journalist Andrew Callaghan.

The project’s founders are described as holding 30% of the token supply, with that allocation locked for six months and vesting fully over two years, while another portion is reserved for charity, liquidity, and payments to exchange partners and market makers.
A burn mechanism is also central to the design, with up to 30% of the supply tied to 30 predetermined outcomes, including Bitcoin reaching an all-time high and LAPTOP surpassing TRUMP’s fully diluted valuation.
Congress, regulation, and risk
The LAPTOP launch is framed as arriving while lawmakers in Congress are considering a comprehensive market structure bill to regulate the digital asset industry, with the Digital Asset Market Clarity Act, also known as the CLARITY Act, scheduled for a cloture vote in the Senate on Sept. 15.

Cointelegraph reported reaching out to the White House for comment but did not receive an immediate response, while the broader coverage tied the token’s political triggers to the 2028 election and market milestones.
Newsweek described the project as part of Biden’s broader push into crypto and politics, noting that the token will issue 1 billion coins and that 20% is earmarked for losing TRUMP holders.
The same reporting emphasized that meme coins carry considerable risk for buyers because they have no intrinsic value and frequently plunge after an initial burst of speculative trading, making the event-driven burn and airdrop structure a key focus for anyone watching the launch.
