ICAO Complaint Over Aviation

Iran’s Civil Aviation Organization head Abouzar Shiroodi said the organization conducted consultations with the Foreign Ministry and filed a formal complaint to the International Civil Aviation Organization in response to what he described as “restrictions on the Iranian aviation sector.”

Shiroodi said the Iranian Civil Aviation Organization stressed “the need to utilize diplomatic and legal capacities to protect the rights of the country’s aviation sector,” and he said it prepared a formal protest in the name of the Islamic Republic of Iran and sent it to ICAO.

Shiroodi said direct flights to Europe were restricted and that indirect flights via regional aviation hubs, including Istanbul, have been used as an alternative, with that route remaining ongoing.

Shiroodi said the organization expressed hope that “the situation will return to normal as tensions ease, and as diplomatic interactions continue,” and he described reopening and resumption of flights on temporarily suspended routes as a top priority.

CNBC said U.S. Treasury Secretary Scott Bessent told it that Iranian airlines would be effectively forced to halt operations starting September 23 due to secondary sanctions imposed on aviation services providers.

UN Threats Complaint

Iran condemned US President Donald Trump’s threats in a letter to UN Secretary-General António Guterres and the President of the Security Council, and Iran’s ambassador and chargé d’affaires to the United Nations Gholamhossein Darzi said the remarks violated international law and the UN Charter. Darzi quoted Trump as saying, “I annihilate the Islamic Republic and do it quickly,” and Iran’s letter also cited Trump’s claim that he could “drive them into hell with no chance of survival and no hope of future greatness.” Iran’s complaint described the General Assembly as “not a place for threats of annihilation,” and Darzi warned that international inaction and normalization of such threats would undermine the authority of the UN Charter.

Iran filed a formal complaint with the United Nations over Trump’s “hateful and disgusting” threats, and Darzi underscored that Trump’s remarks on September 22 represented a severe breach of the UN Charter. Iran’s military authorities said the US president’s statements were “merely a tool for domestic propaganda,” while Trump warned Iran during his UN General Assembly address.

Pattern Linked to Aggression

Iran’s UN complaint connected Trump’s rhetoric to what it described as tangible military aggressions over the past year, and it said the latest remarks were made from the UN General Assembly platform. Iran experienced two major rounds of unprovoked US-Israeli military aggression over the past Iranian year, including a 12-day war in June 2025 in which more than 1,000 people were killed in Iran, including women and children, according to Iranian official figures. The second round began on February 28, when joint US-Israeli strikes targeted locations across Iran, and the war continued for around 40 days before a ceasefire was reached in April.

The subsequent conflict began on February 28, 2026, lasted 39 days, and resulted in a catastrophic death toll of over 3,500 people, while also citing the destruction of critical civilian and economic infrastructure. Darzi reaffirmed Iran’s resolve that the threats would not be carried out in the face of the resistance and determined defense mounted by the Iranian people and their armed forces.
