Awaiting US reply
Iran’s Foreign Minister Mohammad Javad Zarif said Qatari and Pakistani mediation channels between Tehran and Washington took on a more serious character after Iran presented its plan for negotiations, and he said he hopes to receive the final American reply through the Qatari mediators by Tuesday. Zarif said the Qatari mediators would present Iran’s ideas to the American side, and he said Tehran discussed with the Qatari mediators ideas about how to meet its conditions. Iran’s Foreign Ministry spokesman Esmaeil Baghaei dismissed published reports about the content of consultations with the Qatari mediator on the sidelines of the United Nations General Assembly, saying such accounts have no basis in reality.
Baghaei said, “This afternoon, on the sidelines of the UN General Assembly, a meeting was held with the Qatari delegation,” and he said the Iranian delegation was scheduled to leave New York for Tehran on Monday night. Baghaei added, “No discussions regarding the details of the issues took place, and all media reports in this regard are merely speculation with no basis in reality,” as he outlined Foreign Minister Abbas Araghchi’s diplomatic engagements in New York.
Separate talks in New York
Qatari-mediated talks were set to continue with separate meetings in New York, with Reuters reporting that mediators were likely to hold talks with Iranian Foreign Minister Abbas Araghchi and separately with the US side on Monday or Tuesday. Reuters said the talks were expected to focus on an amended version of a seven-day proposal Iran presented on the sidelines of the United Nations General Assembly, and ISNA later confirmed that Araghchi would meet the mediators in the United States on Monday morning, New York time. Iran’s Foreign Ministry spokesman Esmaeil Baghaei told state media later on Monday that Araghchi’s stay in New York had not been extended and that the foreign minister would return to Tehran according to his original schedule.
Baghaei also said, “Araqchi's stay in New York had not been extended,” and he made no comment on the talks with the mediators. In New York, Abbas Araghchi said mediators had not formally conveyed a US rejection to Tehran and that Iran was awaiting Washington’s definitive position before deciding its next steps, and he said, “Our conditions are clear, and any move toward reopening the Strait of Hormuz is contingent on these conditions being met.”
Hormuz, sanctions, and stakes
Iran’s proposal tied any reopening of the Strait of Hormuz to conditions that included an end to all hostilities in Iran and Lebanon, the unfreezing of billions of dollars worth of Iranian assets, an end to sanctions on Iranian oil, and the lifting of the US blockade on Iranian ports.
The proposal also envisaged that Tehran would allow the Strait of Hormuz to reopen and that the two sides would resume talks on Iran’s nuclear program, while Trump said he had rejected Iran’s proposal on Saturday.
Trump denied offering sanctions relief or release of frozen funds in return for nuclear concessions, writing on Truth Social, “This is untrue. I offered them NOTHING,” after Axios reported he was willing to provide the relief amid fresh indirect talks on September 28.
Trump also told reporters that the US would win the war “very soon,” and he said, “We're going to win, as far as I'm concerned, it's going to be one way or the other.”
As the diplomatic channel moved through Qatar, Iranian Foreign Minister Abbas Araghchi said Iran was awaiting a final response through Qatari mediators on September 29, and he said, “If the Americans claim they are seeking an agreement or a peaceful solution, we have presented that solution.”
