Trade, roads, and energy
Iran’s Minister of Roads and Urban Development, Farzaneh Sadegh, told a joint conference of the Economic Cooperation Committee of Iran and Azerbaijan that Iran–Azerbaijan relations are “friendly, fraternal, and strategic,” and that “our trade exchanges have increased.” Sadegh said that in the past six months, despite problems and conditions caused by the war in the region, the two countries witnessed an increase in Iran–Azerbaijan trade exchanges and that they are working to continue the trend by developing infrastructure and removing obstacles.
Azerbaijan’s deputy energy minister Elnur Soltanov met Iran’s state power utility TAVANIR head Mohammad Allahdad in Tehran on September 28, and Allahdad said Iran needed more electricity from Azerbaijan “immediately before winter.” Azerbaijan supplied 72.2m kWh of electricity in January and February, and the statement said Iran was Azerbaijan’s main buyer while the sides expected the highest figures in bilateral transfers during summer 2026.
Transport corridor momentum
Shahin Mustafayev, Azerbaijan’s Deputy Prime Minister and Chairman of the Joint Economic Committee, co-chaired a meeting in Tehran with Iran’s Minister of Roads and Urban Development Farzaneh Sadegh to review agreements under the Azerbaijani-Iranian Joint Commission on Economic Cooperation. The meeting in Tehran discussed the North-South International Transport Corridor and the enhancement of its throughput capacity, and it also welcomed the completion of construction of the Aghband–Kelaleh highway bridge while discussing issues related to the commissioning of a border-crossing facility.
Mustafayev said the construction of a bridge over the Aras River, the Aghband-Kalaleh project, and the Astara railway cargo terminal were “almost complete,” and he said the two sides discussed inauguration so the projects could become operational “as soon as possible.” Farzaneh Sadegh said the Islamic Republic of Iran is seriously advancing the project to widen the Jolfa–Kalaleh route, and she said widening the route can increase the transport capacity and volume of trade exchanges between the two countries.
Presidents frame ties
President Masoud Pezeshkian met Shahin Mustafayev in Tehran and said, “We are like relatives and brothers; we must further expand relations and connectivity between our two countries by relying on the potentials and our shared border.” Pezeshkian emphasized that “shared borders should not become an obstacle to the development of relations,” and he urged faster development of road, air and rail links between the two neighbors.
Mustafayev told reporters on the sidelines of the senior meeting that the trade volume between Iran and the Republic of Azerbaijan has increased and that the movement of goods within the framework of the North-South international corridor has followed an upward trajectory. The Cabinet of Ministers press service statement said the meeting between Mustafayev and Pezeshkian in Tehran praised the “current state of friendly and good-neighborly relations,” and it said the prospects for further expanding cooperation in economy, trade, transportation, and energy were discussed.
