Israeli forces carried out raids across multiple areas of the West Bank on Monday, arresting nine Palestinians as settlers continued attacks on Palestinian property and agricultural land, according to SANA.

SANA said Israeli forces raided homes in the Dhannaba suburb east of Tulkarm at dawn and arrested three Palestinians, and it added that two brothers, including a 15-year-old boy, were also detained in the town of Tell southwest of Nablus.

SANA also reported that Israeli bulldozers uprooted centuries-old olive trees along a 500-meter stretch in the town of Azzun near the Ma’ale Shomron settlement in Qalqilya province, and that in southern Hebron settlers set fire to a sheep pen and a traditional clay oven using Molotov cocktails in the Wadi al-Rakhim area, injuring the owner as he attempted to extinguish the flames.
In parallel, Amnesty International France described how detention conditions for Palestinian children have grown harsher since October 7, noting that from the age of 12 they may face a military court.
Amnesty International France quoted an Israeli lawyer and activist, Smadar Ben Natan, saying, "This double legal system is the pillar of the Israeli apartheid regime […] where children are treated as inhumanly and illegally as adults," while SANA said Palestinian officials and rights groups have warned that continued arrest campaigns and settler attacks are contributing to escalating tensions across the occupied West Bank.
Deaths in Hebron firefight
The Israeli army announced that two Palestinians, held responsible for the kidnapping and murder of three Israeli youths in June in the West Bank, were shot dead on Tuesday near Hebron, as negotiations resumed in Cairo to consolidate the Gaza truce, according to L'Humanité.
L'Humanité reported that Lt. Col. Peter Lerner said, "We opened fire, they returned fire, and they were killed in the exchange of fire," and it added that soldiers surrounded the house of Marouan Kaouasme and Amar Abu Aisha before dawn.

L'Humanité said Palestinian witnesses reported that during intense exchanges of fire the army also destroyed the doors of several nearby shops, causing fires, and it noted that dozens of young Palestinians threw stones at the soldiers near the site of the attack.
Amnesty International France, meanwhile, focused on the detention system for minors and quoted a Tsahal spokesperson, saying, "The Israeli army acts in accordance with international law," while describing children being sent to prison each year by Israeli authorities.
Amnesty International France also quoted Francesca Albanese, the UN special rapporteur on the human rights situation in the occupied Palestinian territories, lamenting, "where children are treated as inhumanly and illegally as adults," as it described a double legal system that it said escapes Israeli law.
Escalation and humanitarian stakes
SANA reported that Israeli forces set up several military checkpoints at the entrances to Hebron and surrounding towns, villages and refugee camps, while closing a number of roads using iron gates, concrete blocks and earth barriers.

SANA also said military vehicles carried out incursions into villages in the Nablus and Bethlehem areas, where house searches were also reported, and it described raids and arrests including a child from Hebron province.
In a separate report, Amnesty International France said more than 500 Palestinian children are sent to prison each year by Israeli authorities and that every year, between 500 and 700 Palestinian children are arrested and detained in prisons according to Save The Children.
Amnesty International France described how consultations for minors are exploding, citing the MSF clinic in Nablus that specializes in psychological aid, and it quoted a child, Ahmad*, 16, recalling a November 7, 2022 raid when soldiers "threw me against the wall."
The same Amnesty International France report framed the system as a driver of ongoing harm, quoting Smadar Ben Natan that "An Israeli child cannot be judged before 14, while a Palestinian can be judged at 12," and it linked the harsher conditions since October 7 to the broader escalation it described.
