Tehran Meets Munir
Iranian Parliament speaker Mohammad Bagher Ghalibaf met Pakistani Army Chief General Asim Munir in Tehran and said Washington has not complied with Islamabad’s memorandum of understanding while Iran is pursuing the implementation of the memorandum’s شروط (conditions).

Ghalibaf told Munir that America must fulfill its commitments, and Munir affirmed that they will continue their efforts to restore stability in the region.
In a separate Iranian framing of the same MoU, Iranian President Masoud Pezeshkian told Munir that “Relying on coercion and bullying will only complicate the implementation process,” and he stressed commitment to obligations toward Iran “based on the (country's) legitimate rights and international regulations.”
The talks also included a focus on the Strait of Hormuz, with Pakistan Today saying discussions aimed at measures to prevent further escalation and “reopen the Strait of Hormuz.”
MoU Deadline and Disputes
The MoU’s timeline became a central point of dispute, with Pakistan Today saying the 60-day period “expired on August 17 without a final breakthrough.”
Qanāh al-‘Ālam described Kalimaf telling Munir that the commitments of the parties in the memorandum of understanding are clear and that the United States must commit to its undertakings under it.
In parallel, PressTV said Tehran urged Washington to change its behavior and take practical steps to implement the provisions of the Pakistan-brokered Memorandum of Understanding (MoU) signed between Tehran and Washington in June, and it added that “Washington violated all provisions of the understanding.”
PressTV also quoted Munir’s emphasis on Pakistan’s efforts toward the signing of the Islamabad MoU, while the same report said Iran recently announced the suspension of its own obligations under the framework.
Sanctions and Escalation
As the diplomatic push continued, the sources described a parallel hardening of economic pressure, with AL24 News saying Donald Trump wrote on Truth Social, “Iran is collapsing completely!!!” and that Treasury Secretary Steven Mnuchin announced the “largest financial attack in history.”

AL24 News also quoted Iranian Foreign Ministry spokesman Saeed Qassemi saying, “The United States is violating the most fundamental principles of international relations and the core of the UN Charter,” and it added that Iran warned “any collusion with America in executing its aggressive measures against Iran will have consequences.”
In the same period, Elnashra reported that Mohammad Bagher Ghalibaf said the plan to “strangulate Iran economically will backfire on the United States,” while he argued Washington is not in an economic position to impose more restrictions on its relations with other countries.
The stakes described in the sources included both sanctions and maritime risk, with PressTV saying the MoU called for “the reopening of the Strait of Hormuz,” and Tibaq Nabd reporting that UKMTO said a tanker was hit by a projectile in the Strait of Hormuz on Saturday and that the tanker sustained damage to the bridge while all crew members are safe.
