Eight Arab and Islamic countries expressed deep concern over ongoing humanitarian suffering in the Gaza Strip and renewed their rejection of measures aimed at forcing Palestinian displacement, calling for an immediate halt to accelerated settlement expansion in the occupied West Bank. The foreign ministers of Qatar, Saudi Arabia, Egypt, Jordan, the United Arab Emirates, Indonesia, Pakistan, and Turkey issued the statement after meeting in New York on the sidelines of the 81st session of the United Nations General Assembly. The ministers called on Israel to adhere to what the first phase of the Gaza agreement stipulates, including ensuring the delivery of humanitarian aid and early recovery supplies immediately, safely, and without obstacles.
The ministers also urged Israel to facilitate the rehabilitation of critical infrastructure and to implement the roadmap as part of the comprehensive plan. The ministers framed Gaza as part of Palestinian land, and they called for a credible, irreversible path toward the Palestinian people’s right to self-determination and a sovereign, viable, and independent Palestinian state with East Jerusalem as its capital through a two-state solution.
Roadmap, ceasefire, aid
The foreign ministers stressed the need for immediate, safe and unhindered delivery of humanitarian assistance and early recovery supplies, and they underscored the imperative of preserving the ceasefire and ending all violations. The ministers said the roadmap forms an integral part of the Comprehensive Plan and provides the framework for implementing its second phase, including decommissioning alongside a full Israeli withdrawal and deploying the International Stabilisation Force (ISF). The ministers called on the National Committee for the Administration of Gaza (NCAG) to assume its responsibilities across the Gaza Strip, and they urged the launch of early recovery and reconstruction efforts.
The ministers reiterated their categorical rejection of any measures aimed at expelling or forcibly displacing the Palestinian people, or altering the territorial or demographic character of the Occupied Palestinian territory. The ministers welcomed United Kingdom measures and broader national and European efforts to halt trade with illegal Israeli settlements in response to illegal Israeli settlement activity.

The ministers condemned Israeli measures they described as aimed at consolidating control and annexation, including expansion of settlements, land confiscation, demolition of Palestinian homes, settler violence and terrorism, and forced displacement. The ministers expressed grave concern over measures that undermine the historical and legal status quo governing Muslim and Christian holy sites in Jerusalem. The ministers commended President Donald Trump’s leadership and underscored the pivotal role of Washington in ensuring the implementation of the comprehensive plan, while calling for sustained American engagement to overcome obstacles hindering the implementation of the roadmap.
The ministers said tangible progress on the ground would enhance the credibility of the Peace Council and the effectiveness of the plan, and create the momentum badly needed. The ministers reaffirmed their readiness to continue working collectively with the United States, the Peace Council, the Palestinian Authority, and all involved parties to advance full implementation of the comprehensive plan and its roadmap.
